I don't ever say "no", I tell them what it will take and ask them if they have budget codes for overtime, and the complete project work schedule. It sounds like you don't do bill backs for things and this is where metered work and a nice Help Desk System comes into play. "Can you put in a work order ticket for me" works wonders, because, as you'll find out, that if it isn't important enough for them to do what is needed, then it isn't enough for you to do it. You let them set their priorities (in writing) and you just do what they want you to do.
In short, let them figure out how to get you more help when it is too busy by making them choose what is important to them, all the while you're saying "sure, we can do that for you".

For all the "problems" you see, I see "opportunities" for other useful things. I've had, perhaps one or two SATA cables come undone over the years. I can't count how many rust welds I've had to fight with on older PATA and Molex Power connectors. And having hot swap SATA drive cages are quite frankly a dream come true for me.

We have traffic circles, here in my town. Not where they are needed, but where they are used as speed reduction devices. These are on major streets with minor streets coming into them. They are too small, barely an S-Curve in some places, so they don't integrate side traffic very well.
There are a couple VERY good places to have them, but they won't put them there, as it will affect local businesses adversely. Unless an intersection was designed for them in the first place, they should be banned.
