As it stands now, their own entitlement programs are causing them to collapse from within.

They were all willing to turn a blind eye, because it meant that they had enough evidence to file civil charges for theft against these people.

Switch your tank an cap labels, and inform your drivers of it. Meaning gas = diesel, and diesel = gas, and "mislabeled" water tanks can sometimes be mixed in too. And do it randomly, so the thieves have no idea which is which. It worked for us at a remote site when we were doing trench dumps.
We'd park our fuel buggies out in a field and leave them and people would 'help' themselves. It stopped right quick once we did that, and there was a line of cars down the road. I know plenty of farmers that do the same thing.

While copper coated steel is a good idea, steel still has a market value. So these guys will simply strip the copper off, either by shaving or electrolysis. And then sell both. After all they wouldn't steal manhole covers if steel(and iron) had no value either. Really though, as long as scrap dealers are willing to look the other way for where metal is coming from it'll be easy.

Otherwise, your vehicle is forfeit nearly everywhere to the owner, and you're out your money.
The new thing is to simply either pull up and drive away with the vehicle using a stolen tow, or they pay a tow driver on the side to dump a vehicle somewhere. And then strip out the computer and replace it with a new one along with a new keyset. These are then sold overseas, mostly in russia, china and the middle east.

Though there was a lot of overtime involved because of christmas/new years. My net was around $1300 for the week.
I'm in the middleclass bracket 52-74k/yr. But that's a lot of money to lose in one week.
There is, genetic being one of the big ones. Along with diet, age, obesity, thyroid, medication related, pregnancy, etc. And where it's genetic and it's childhood inflicted, a lot of diabetics still hold out for partial pancreas transplants or something else, otherwise it's live with it.
