    Interactive filtering of SpAm by targets/users is best.

    I think; maybe, valid personal email should be the focus.

    We want our email, but we do NOT want sPaM.

    Currently we use USRID/AccID, DNS, DHCP, ARP-RARP, ... maybe a couple other protocol/apps to provide identification and routing within TCP/IP packets for login, email, web-surf, VoIP, ... so many check, verify, route, ....

    I agree, with others, the W3C (someone) will need to add some RFCs on check/verify local "Lookup" user approved filter for email.

    As Relates to SpaM/Email:

    1. Subscribers, customers, users of an email service must be required to define an "Approved Email List (AEL)". Email client applications should require a user-action (right-click-select option, maybe) to generate a UDP/TCP update-message to add an addressor's email to the user-AEL resident on the email/profile server. To delete any addressors from a user-AEL should require a few extra steps of accessing the user-account web-page and specifically selecting one address (we change friends, someone moves, ...), a group of addresses (job change, organization name update, ...), or all addresses (global list update/upload, reduce complexity, dropout, ...).

    2. Email service providers must provide to users a web-app/text-upload process for managing a user-AEL. (1) Either upload formatted text (with total content overwrite option) user-AEL as part of the user account/profile definition, or (2) on the email service domain's open/manage email account website a web-app that allows easy addition/deletion to the user-AEL.

    3. New/Unknown email addressors, those not identified in an addressee user-AEL, with a datagram over 128-bytes (standardized size more/less for one name and an email address) are terminated, not delivered, bit-bucket, not replied/forwarded, ....

    4. New/Unknown email addressors, those not identified in an addressee user-AEL, with a datagram under 128-bytes are delivered to the email addressee. This will allow the email addressee their option to decide; if the email addressor should be added to their user-AEL. This will allow an addressor to provide enough information to be potentially (as family, friend, business, hobby, ...) added to a user-AEL, or enough URL information to link back to an online business/interest website to track resent online banking, trading/investing, purchases, subscriptions, ... print invoices, or ....

    5. Incoming email are checked for valid local email accounts (NOT, then terminate). Incoming email having a valid local address are then checked by comparing the addresses with the user-AEL with the specific email address (userid@domain.___) of origin (MATCH NOT, then terminate). Repeat email terminations/rejects from same "@domain.___" could be blacklisted as a sPam@domain.___ unless recognized by a local user-AEL.

    I'll stop counting here, because I think the rest can be surmised and counting gets boring. This process could be close to transparent for email users, except for the managing of an email account user-AEL. It would reduce spAM and potentially malicious/viral email in obvious ways by limiting allowed payloads/datagrams from unknown (un-validated/vouched for) sources in any email. Vouched for addressors (causing problems) on a user-AEL could be more traceable. The processing/handling overhead of such a systems would (I expect) be about the same as the present process and would significantly reduce email-server storage space requirements. Email is un-trustable, but required tool in the business world, and increasingly burdensome of our personal time.

    The spAm-cans could only dump to email users that included them in their user-AEL. Over time it would reduce the spam-flood and/or spam-DDOS on the internet, because few (maybe none) would ever see spam-stuff and SPAM would prove a financi

    Mr. Soto's SPAM love can in no way justify indiscriminate delivery of SPAM to me or other citizens. The WSJ editors have become true space-cases to even present this as news (business) worthy. The WSJ was probably an early supporter of the "Opt-Out-Privacy-Slight OOPS" citizens' rights rape. The WSJ (of today) would probable present as business news worthy the personal satisfaction and financial benefits of a child pornographer. Regulation cannot be blamed, but intent, interest, and implementation does screw-the-pooch for the rest of US, EU, and the future.     Regulation in a true democracy where Businesses, Institutions, Religions, Special Interest Groups (including foreign, ecology, animals, ...), individuals acting/working to promote special interest and dynastic/aristocratic political plutocratic oligarch groups (short phrase Bullshit Artist), ... are disenfranchised, because only a Citizen is allowed to participate in a democracy.

I can think of no law created, on science, technology, citizen-rights, security ..., in the USA in the last twenty years that was, as stated by others significantly, not flawed by political temerity, special interest, and foolish expediency.

    ____ Iconoclastic (Yep, BUSINESS is a religion for some.) assaults by concepts like Open Source, Open Standards, General Public License (GPL), Open Community of Consensus/Interest, ... are the nascent nexus of a great future for the USA, business, humanity, innovation, success, .... There are new business models/architectures developing that will replace Keynesian definition of economies and markets of the last couple millennium. J.M.     (1) SCO is hiding their lies. Legal wrangling by SCO to find a favorable (technology incompetent) court is a waste of corporate financial resources and burdens the recourses of interested others. SCO is the only party in any possible case that does not want to resolve these problems ASAP. Rather than a rush to court by SCO, it appears SCO is in a rush to scam and defraud businesses internationally. SCO needs to withdraw from the game they are playing, or play and lose, before some State Attorney General initiates a criminal investigation.

    (2) SCO could win in a USA court and lay-claim to Linux. SCO would never win in a Canada, EU, China, India, French, Russian, British, Irish, Scot, German, .... So, in the USA, Linux would have underground dealers and eventually the FBI and ATFS (Alien Technology Free Software) agents would be arresting folks like me and you.     Public libraries are frequently the most parochial in the USA.

    OS/GPL software has an initial general target audience "The Desktop".

    I suggest, in the USA, obtain a LOC ISSN [http://www.loc.gov/issn] listing as an annual "Open Source" software reference on CD/DVD media with an abstract description of a desktop OS Linux distribution with appropriate supporting GPL desktop software for YYYY. Then again a different path may be more appropriate (like a periodical) check under the LOC Cataloging Programs and services [http://lcweb.loc.gov/catdir].

    Donations of OS/GPL software references (listed in the LOC catalog) to university and community college libraries, in the USA, may be accepted as a gift to the library and checked out by students, professors, ... for the purpose of study, use, install, .... Students/community may one day habitually and freely install and upgrade the most current OS/GPL software for personal use.

    University students are more likely (I think) to discover value in OS/GPL software, and maybe even request the university library obtain the most up to date releases of the Linux kernel and other OS/GPL applications. Well, where would educational institution libraries obtain free (or media cost) OS products for their shelves and loaning to students?

    Nothing available ... (I guess) something for the future .... I agree, initially the cost may be between $1K-$2K, to recoup unfunded development cost. However, production cost should be able to drop unit price to under $0.8K after the first year or few thousand units sold. This is a human welfare necessity not a "bread & butter" issue for anyone's survival. It would need to be affordable to many not the wealthy few. Portability of personal wearable gear in public places for gaming may have some support value ... for independently controlled Avatar Populated Experience Simulations (APES, pun intended) environments/bars/....

    I looked at the emoscop. An emoscop adapter on a less expensive 2Meg or 4Meg pixel camera may be a very good way to reduce the cost of building a video headset for the Legally Blind. I'll be glad when I retire in a few (too many) years and have time to build a prototype (maybe someone will do it before me, ... I hope they won't patent what I consider an obvious application of available technology). After I retire ..., taking the SF farther may involve some of the concepts implied by the below websites.

    FCC management performs as well as CIA, FBI, DOD, NASA, LANL, ... management. Management (2 out of 3) in Government are mediocre to poor performers at their job (US Business is about the same). I do not know any of them to be wife-beaters, but they are employee abusers. They let the foot-soldiers, worker-bees, pack-mules, ... of their organization know that they are in charge of the work-place world, that everyone is replaceable (except themselves), that what you provide to them in the work environment is their IP product and only their name will appear on external distributions. These managers contract out as many jobs as possible to USA business, foreign countries if possible or by whoops double-blind sub-contract outsourcing. They are more interested in image then performance. They excel at suck-up socializing, playing golf to lose, drink to be a part of the management team, they are prostitutes in wool-suits and ties.

    The FCC will continue to do the stupid things that are politically correct for the Capitalist Republic. FCC performance in the public interest has been exceptionally poor.     Governance of the international community on the internet by any parochial government (US, EU, UN, China, ...) would be a disaster. The Bamboo Curtin Network (Intranet) of China, The diminishing freedom network of EU and US, ... the internet may become the tool of government to control the public. It is already very easy (by planting a Trojan-virus) to monitor novice users activities (audio always, video when available) in the vicinity. If security and encryption is controlled by the state then expect the state to abuse the citizens.
    Over the past two decades very few (in comparison) laws on technology (Computers, Software, Bio and Nano, ...) were in the public interest. Most laws in the US and EU on Privacy, IP, Security, ... have been in the favor of governments and capitalism. The UN would do no better with dictatorial powers over the internet. The UN should never be able to tell me, EU, US, or others what we can/cannot do on the internet ... it would be tyranny.
    However, the UN should help standardize file formats, protecting OS and virtual public property, develop international agreements that promote human welfare, education, and ecologically sound development, .... The UN should defend to the best of its ability the freedoms and openness of interaction, information, ... for all nations, cultures, and people.

    Many folks today do not understand that there is public property (sometimes called not-for-profit code/content/IP/...), which is not for free (and is not a school, city/national park, ...), but does exist primarily for the good of humanity not for exploitation (as attempted with the human gnome/genetics) by the international capitalist republic steering the WTO/IMF/... for influence expansion of the capitalist republic. In this manner you are correct there are some folks that have decided (for the greater good of humanity) to provide very real IP to the collective resources of humanity. Again, this concept does not advocate collectivization, but does mean that if someone wants to contribute, then what is provided should not be vandalized and/or exploited by the greedy and unethical fools for profit.

    Therefor, I can lookup socialism and collectivism, but I am not sure it will get you out of your box-thought process. As another point, simply because someone champions humanity (we are our brothers' keeper when they are sick, uneducated, terrorized, ....) does not mean they are the enemy, fools, socialist, ... hell they may JFC come back to visit earth.

Give fools (politicians, dictators, demigods, ...) a label and box (dogma) and they automatically start trying to fit the whole human heard in to an space most cannot fit.     Software MS-Win or Linux, the jury is still out. Currently, I support the EFF and non-profit OSDs. I cannot program but I can make small yearly donations to support their humanitarian mission. What the profit motivated OSDs (SCO, MS, ...) do is of no interest to me (I have none of their stock in my portfolio.

    Watermarking will just be another way of clouding an issue. With GPL-IP you need a protective shield, that is accepted by the UN (under international treaties) and major governments that are willing to pound and fine pirates and thieves of GPL-IP. The UN needs to come together to provide for the common defense of GPL-IP, the Public property of humanity (the Genetics, Genome, Evolution, ...), ... a few other major items.

    As for all the copyright and patent stuff, let them protect their shit, it is their right (I have always paid the OEMs and OSDs for my hardware and software). Twenty/fifty years from now they, their company, and products will be under the pile of dust (I suspect), but for now expect a powerful affiliation of the vicious, powerful, and foolish to try and maintain by any means the present amicable conditions for greed and control. They will try their best to destroy GPL, Linux, .... They may even subcontract to India, Pakistan, Iran, Saudi Arabia, Israel, ... to develop major/unique viruses for Linux, Open-Office, ... in attacks to destroy the "Open Source and GPL" communities and others with open standards concepts.

    I do believe it is advisable that every new version (X.0) release should be properly labeled and identified for contributors/community (GPL-IP) then placed in the LOC, ECLAS, IPL, PG, maybe other major libraries. of major "open source" products (Linux, Open-Office, ...), and major public property content is a gift to humanity and should be properly achieved and protected from potential destructive practices of megalomaniacs.     I strongly agree, "you cannot generalize that to "most", since new businesses are not, in fact, "most" businesses". That was not my intent. My intent was making an observation from my perspective of current and recent events over the past five years.

    I do not like liars, there appears to me to be a lack of good ethics in business and government (not all, but far to many) management with blame placed on others.

    These days when I hear/see a democratic politician blame a republican politician, I feel I should blame the democrat for the problem. When I hear/see a Republican blame the civil-servants or soldiers for a problem, I feel blame is on the Republican. Corporate CEOs, CFOs, ... Business (the same) wants to blame and point the fingers for failures at everyone, except themselves.

    I now believe management as a privileged class (like in an Aristocracy or Plutocracy) in the USA and EU needs to be held accountable for damages and mistakes ... just like a doctor or hospital for incompetence and/or dangerous unnecessary procedures.
