There's a difference between deploying troops and denouncing what's going on. If Bush and friends really cared about quality of life for people in the world (and not merely what's in it for us), they would do as much as they could to at least bring light to the situation. If you're going to use the weblog for anything, use it for EVERYTHING. To have these sorts of things work, you need to have enough people actually critiquing -- that means everyone's got to be involved. I took an english class very similar to what you want to do. The prof. wasn't very strict about requiring people to use his web app, which led to there being very little content on the site.
The next thing you need to do is make sure that the page changes with the class. If it's exactly the same as when you handed out the syllabus, no one's going to want to check the page. Make sure you update the syllabus online with what is really going on in class -- your students will thank you for it.
Either REQUIRE them to use the computer, or don't use it at all. Anything inbetween will seem half-assed and won't yield any results.

Normally, budgets are for very specific things -- money for complete systems can not be used to buy spare parts. Unless you're going to buy extra computers (and want to waste the time explaining why), it's better to just spend all the money you get on the best crap you can get.

A disconnected line is just that -- one that has no connection. It isn't like a cell phone -- there's no electrical connection from your phone line to the telco at some point. It's pretty tough to dial 911 when there's no juice coming down the line...
No one in their right mind would pay a lawyer per hour for something like this. Most likely they would find a lawyer who would work on contingency. Having used Jabber in a production environment for a while now, I have gotten to see many of the pros and cons of the protocol. I apologize if this sounds rude, but you have a skewed idea of "Jabber" the protocol, and "Jabber Clients" the software which interfaces with a specific jabber server. The solution to your issues can be answered by asking yourself a question: Is one jabber client giving you too much rope? The answer is simple! Use another one. There are plenty easy to use ones if you open your eyes. I find it hard to believe that you're a computer scientist, but won't take the time to google for an easier to use client. Then again, some client you tried to use didn't execute the first time and you gave up, so I doubt you'd ever actually do any real research into this area. Have fun with MSN!
I've rolled Jabber out in something worse than a corporate environment -- an academic environment. We have jabber (1.4.2) servers running on solaris boxen for the users of different clusters. We have the ability to authenticate against PAM or Radius. PAM allows us to authenticate anyone who has a UNIX account on the server. Radius allows us to authenticate against a much larger database. As of now, we do not connect the different servers together, but it is trivial to do so, even though we don't really have plans to do this right now. All the documention is out there. Look for mod_auth_cpile, and you'll find your PAM system authentication.
Where there is no TV, no cable, and no electricity, you'll still find a shortwave radio. You'll be able to find one in just about any gathering of people in the world. I think that's a little bit better than people with broadband...
