    The 'or later' is decided by the issuer/distributor.

    Being a receiver/end-user has no bearing on 'or later'
    at the time your receive it, you get it with the license
    being set at [L]GPLvX or later.

    Example: GPLv3 or later.

    But unless and until you re-distribute it, the 'or later' can't kick in.
    It's just what it is when you received it. It's GPlv3 in this example.

    Now assume GPLv4 does not exist yet.
    You could only redistribute under 'GPLv3' or under 'GPLv3 or later'.

    But, if GPLv4 does exist, you could re-distribute it as 'GPLv4 or later',
    'GPLv4 only', 'GPLv3 or later' (same as orginal), or 'GPLv3 only'.

    But, if you don't re-distribute, the 'or later' means nothing.

    Why has the bush administration kept pressing so hard for the retroactive immunity for the telcos, but has not expended the effort to get Qwest involved?

    Maybe it's because they don't want the NSA to actually figure out that the terrorists are based in Redmond.

    as the 'product' may contain binaries with back doors that
    you can not see.

    I want the source that goes into the 'product', I'm not
    going to trust someone to say that the 'product' was built
    using version x.y.z of some code.
