    The parent poster is correct. See examples of conversion between various fuel ratings and look at the "regular" gasoline entry. Basically, take the US rating and add 4 to get the Australian/New Zealand equivalent.

    To automatically open links in a new window - Annoying behaviour by web developers who think no one could possible want to, god forbid, leave their site in favor of another site.

    Please don't assume it's the actual developers who do this. I've worked as a contractor at half a dozen web shops, and in every place the developers want to follow the standards completely. They have been overruled by managers that want users to open every link in a new window or tab, so that they stay on their sites a little longer to increase one of their page view metrics by 0.25%.

    Option 1: Use all of our oil first, then use oil from other places, which we may not be able to get (eg. Russian oil fields), meaning our supply will be unreliable. No oil = no goods transported across the country = economic collapse.

    Option 2: Use oil from other places first while we can get it, and switch to internal sources when they run out and their economies collapse. We'll have guaranteed access to the oil, because we'll control it all.

    The wise option is #2.

    This is what happened in Kosovo. In the early 1900s Kosovo was approximately 10% Albanian, with most of the rest being ethnically Serb. Now it is approximately 90%. Albanians outbred the Serbs, and took control.

    They did it without elections too. In a democracy it is easier and happens faster.

    Initially, using a phone on a plane will cost money. Eventually as airlines compete with each other, some will start throwing it in for free as a competitive measure to get more customers. When that happens, I hope some enterprising person discovers that a bunch of people like me are willing to pay extra to be on flights where phones are guaranteed to not work.

The Department of Broadband, Communications and the Digital Economy has estimated about 29,000 of these accessed filter products were still being used - less than 2 per cent of the set target.
    Of the 144,088 people who wanted the free software last year, less than a quarter are still using it. That's a pretty big hint that most people don't want their internet filtered.

    The reason the government cares is that half a dozen native Indian tribes, who happen to own casinos, have bought a large bunch of politicians. Jack Abramoff was acting as the router to distribute the cash amongst congressmen. They and their constituents don't care about online gambling - they are just voting on legislation the way their "campaign contributors" tell them to vote.

    Also, as you say, tax is part of it. There is a large budget deficit, and outlawing online gambling before raising taxes on casino gambling would go part of the way towards filling the hole in the government's finances.

    FDR did not win WW2. The Russians won WW2. The Russians were responsible 80% of the German casualties. The Russians took Berlin and stormed Hitlers bunker. The US barely participated for most of the war, apart from selling things to the UK at inflated prices and intercepting mail. I know, that's not what we are taught at school, but if you tell a lie often enough it becomes the truth.

    Part of the reason mobile phone ownership growing so fast in 3rd world countries is the lack of infrastructure - large expanses of 3rd world countries have no phone lines at all, and a mobile phone is a cheap and easy way to communicate in any language, especially when using recycled handsets from 1st world countries.

    A small village can share a handset, which both facilitates trade and also obtains the best prices for their vegetables in the markets in the surrounding town.

    Also, greater population density in many 3rd world countries allows for more phones per base station (ie. greater economies of scale), and therefore cheaper plans. You'd be surprised at how hard telcos in India and China compete for customers, something telcos in the US have managed to avoid for many years.

    No, marijuana is illegal because tobacco companies bought legislation against it, because it is cheaper and easier to grow than tobacco and threatened their profits.

    Alcohol is legal because the last time it was banned in the US (Prohibition), it caused more problems than it solved.

    Lets say you are a religious leader.

    If you ban birth control, your followers will have lots of children, who in turn will be raised to follow your religion, and they will have lots of children, who in turn... etc etc. This means more money into the church coffers. More churches can be built. You receive accolades from your peers. Increasing your head count increases your wealth and power.

    If you allow birth control, your followers will have fewer children. Some will not have any. This will decrease your head count, which reduces your money and power.

    That's why they disallow birth control and abortion. Souls, life begins at conception, whatever reason, are the excuses for this policy.

    Look at birth rates in secular vs religious parts of Europe or the US. The religious are outbreeding the secular, and once the percentage of religious people is high enough, someone or some group will use the religious (they are by nature followers, not leaders) to gain control of their country.

    You assume that the card idea came first, and the windfall is a consequence, like this:

    PM: We need an ID card.
    Cabinet: We'll have to give some of the taxpayers money to IT companies to implement it.

    It's just as likely that the windfall was the idea, and the card was the consequence, like this:

    PM: We need to give some of the taxpayers money to IT companies.
    Cabinet: We'll have to create a national ID card system to justify it.

    Parent is correct. The Australian Constitution does not guarantee freedom of speech. From Freedom of Speech and the Constitution:

    The Australian Constitution does not have any express provision relating to freedom of speech. In theory, therefore, the Commonwealth Parliament may restrict or censor speech through censorship legislation or other laws, as long as they are otherwise within constitutional power.

    The above page also states that Australians do not have free speech under the UN's Universal Declaration of Human Rights either.

    I propose a test, to see if Ellison is correct:

    Big business can stop sponsoring and writing open source code, and then we'll see if it goes away before they do.

    It won't. Big business needs OSS to reduce costs far more than OSS needs them.

    This little speech is all part of a coordinated corporate assault on MySQL, with the intended audience being PHBs, not IT staff.
