I believe the military went to great lengths to treat him with dignity while balancing the obvious need to extract relevant information. He even formed a friendship with the CIA agent who interrogated him - it was featured on 60 minutes.

I disagree. If the polygons were a static set then, yes, it could be considered hill-climbing. If you look at the images you can see that the 50 polygons are not static and do change (random starting set and some kind of mutation as indicated in the text).
Just because there is a single well-defined optima doesn't make it hill-climbing.
That's not entirely accurate. In the case you may be referring to, the accused had literally copied copyrighted code and re-used it in their product.
