Last time i checked even capped bandwidth contracts still have to pay a set ammount if they use up all their bandwidth or not. That would seem to go against your bandwidth costs you're so adamant about. Seems to me your greedy little isps want free lunch and you're paying them for it.

They're both 45nm, and with the e0 stepping right around the corner you can probably squeak 3.6 ghz easily on air cooling off that bad boy.
Why a gigabyte x48-ds4 motherboard? The ds4 is the smaller/cheaper brother of the dq6 or whatnot. Why not instead get a p5q delux from asus? It's 200$, and for that you get a hell of a lot more (better bios/more sata/more pcie slots) for cheaper. Yes it's only a p45 chipset instead of a x48, but unless you're doing any sli/crossfire the x series really doesn't do that much for you.
That case they suggested is expensive as hell! WTF, get a antec p182 for like 120$.
The 4870 is a good choice, but honestly, you cannot beat a 260gt when it costs 230$ after rebate. Check out newegg and evga. It hands down beats a 4850 and comes in a shade slower than a 4870.
All in all my changes could save you somewhere in the order of 500$. That brings you to the 1000-1500 range without blowing all of your budget.

Wow, i don't know where you live, but in certain places it's normal for cops to make 6 figure salaries. you get paid some great money, like 60k+ salary after a few years, then you get to work special after work areas which can double your salary easily. Special work includes sitting in a car at a construction site or road work, hanging late and directing traffic, ect.
Manufacturing jobs or service jobs, you're always just shuffling money around, unless of course your job is to print counterfit bills, then you're actually creating new money. I think if you want to bring in money you're exports have to be greater than your imports, and yes, you can export services, ideas, even investments.
The idea that you need to polute to make money is rediculous. Of course it's easy to pay cheap wages and not care about safety or manufacture correctly. It's all short sighted profits. Take into account the damage you're doing to the enviornment, maybe introducing cancer/lung disease agents into the surroundings, eventually turning the site into a superfund site which will cost millions to clean up just for making a few years of profit is stupid.
I'm not saying we don't need manufacturing jobs, i'm saying we need cleaner ways of doing it.
