You're right they can pay more taxes, but this is what really happens:
Rich people see lower returns on new venture investing and they look at alternatives closer. They look at retiring sooner. They look at investing in tax free bonds (if you take that away, less people are loaning money to the government). It has recently become very fashionable to move money overseas.
The only thing the ordinary blue collar worker sees in all these scenarios is there are less and less job openings.
The principle that people can shell out more money to the government is not going to give anyone work.
The cost of labor has only climbed since the 60's (when the last man walked on the Moon, who was from the US btw).
Back in the 1960's NASA didn't have to pay for drug counciling for all its employees. Back then people couldn't hang out in the emergency room and get free health care that everyone else paid for. Back then semi-ordinary people were engineers enough to build bridges. Back then people carried through their work to completion with a commitment to integrity. Back then NASA wasn't saddled with the task of reaching out to Muslim nations.
I wouldn't rule out the cost dropping, but it would mean automating a lot of things and reducing the amount of used fuel.
The politicians (in this case Obama and Bush) come out with their press conferences and say, "Look what we planned to do !!" And they get their headlines.
But when it comes to allocating funds, there is no commitment.
Furthermore people in this generation put in more hours and accomplish less. It's a kind of restless, faithless energy that seeks only to look productive and professional while yielding no returns.
