    Go ahead and scoop everything then within 14 days scan everything for keywords (certain terms , endpoints and "persons of interest"). When you are done delete the filtered out info. If you need extra time (to unwind something complex) then GO TO A JUDGE and get one of those inconvenient "warrant" things.

    Actually a very good major reform to the prison system would be

    1 turn most Juvie Halls into Boarding Schools (and limit the kids exposure to the Hard Cases)
    2 have most inmates WORK (give them a decent wage minus expenses of course)
    3 give inmates (not on the Jason Vorhees level) Good Behavior credit for taking education courses.
    4 if somebody earns N LIFE sentences then take measures to ensure he/she DOES NOT GET OUT
    5 in states with Capital Punishment ensure that said sentence is carried out BEFORE the Convict dies of Old Age
    (oh and btw if as a LEO or Agent of the Court you tamper with or hide evidence that would free a person eligible for Death Row then you get A 20-25 years no parole (if the person has not been executed) B your own ticket to Death Row)

    Laundries
    Restaurants

    and anything in New York drawing more than a few KiloBucks (or any older US city with slightly different thresholds).

    Well the problem is the best way to "fix" the waste problem is to reuse the waste from step N-1 in step N after N = >6? you have stuff that is very short term radioactive (but has a very bad temper in large enough amounts).

    Keeping the number of Nations that have used Nukes in Acts of War to 1 is why this does not happen.

    a fix for the shell company problem could be

    1 have the Execs PERSONALLY on the hook for losing the case
    2 require that a company suing over or being sued for a patent exist intact for the entire length of the suit
    3 require that the liabilities of a company be sold with the assets (no turkey carving tricks you buy 25% of a companies assets you get 25% of the liabilities "For Free")
    4 part of the penalty for violating a VALID patent is you lose the same amount in other patents you have (or cash value)

    all that would need to happen is for the pacemaker to be in a faraday cage (metalized shell??) and it have a waveguide on the EXACT wavelength needed to "talk" with it (for settings stuff).

    besides this would not be practical to have enough range to "pop" a number of cars at once (or a single car WAYYYY down the road).

    as far as a GoldenEye type deal the inverse square law says "Howdy here is your reality check (and sign)"

    have on the dash a slot for a "race key" that you click in and then use like a toggle (hold for 3 seconds and then slide Up/down to set.

    This would
    1 disable the now "unneeded" safety options (speedlimiter ,stability control, ABS ect

    2 turn the on a set of "race mode" lights (maybe some neon strings if you want to get fancy??)

    Of course this would also enable folks to get ticketed for Intent to Race on Public Streets if somebody "forgets" to pocket their Race key driving about.

    a DNS that is open to being "read" ie Who is 234.45.42.103 is fine

    a DNS that is open to being WRITTEN ie 234.45.42.103 is HappyPlaytoy.uy (without somebody up the chain proving it) is BAD

    a DNS that can redirect traffic going to HappyPlaytoy.uy to say IBM.com (or wespeakforthetrees.org) as part of a DDOS is EVIL BAD and WRONG

    1 measures designed to limit bandwidth served to what is contractually required.
    2 Caching of In Network Content or measures designed to identify in network "nodes" so that CLIENT SOFTWARE can choose in network nodes.
    3 Protocol Preference measures as long as ANY Client or server will benefit

    All other measures shall result in a fine not less than 25% of the ISPs Gross income (to include all sources ie advertising and Content Company/Parent Company income) and this must be paid in CASH with a weekly added fine of 5% (compounded monthly).

    in V2 we have 4% of them going belly up and say 1.2% of them being Crab Food THIS IS A LOT BETTER

    Now the trick is if the total of dead fish and eaten fish is less than the former dead fish total you might want a crab in the tanks
