In this case, they should have at least 2 different sites that runs the traffic light system. Much like hospitals having at least a backup power supply, critical services like this are never to be interrupted.
Imagine if this happens to the air traffic systems, then I'm sure it wouldn't even be funny.

Well, comparing that to renting apartment is probably not a good analogy. Maybe look at it as a buffet, you pay $8 or whatever, and eat all you can eat.
That's pretty much how current cable broadband works.. what if tommorow your local buffet wants to charge an extra dollar for every 50 grams above 200 grams you eat?
I'm not saying we have the best model of payment in braodband industry now, hence so many of the companies are failing. However, I'm not sure the failure of the smaller companies are entirely due to fair competition and bandwidth price.
If the government can do a better job in providing these services, why should we put up with private companies?
And by the way, it's not like private companies aren't allow to compete, they just have to pull their socks and stop treating consumers like they used to in a virtual monopolistic way.
Believe it or not, the uni actually has quite a few dumb terminals in the student center. Those were very convinient for checking mails. Come the Outlook thingy, those terminals are good for nothing.
One more good thing about the VMS system was that we also used to get ftp access. With the Exchange server, it's all but gone.
