HLE in this case stands for High Level Emulator. It's emulating the API (like Wine, which emulates the Windows API) rather than being a machine emulator.
I imagine UltraHLE had to do some machine emulation, though, but maybe less than even an average SNES emulator would have to. Just enough to cover some of the games hitting the metal at times.

The idea of 'lives lost' being included in the budgets of major construction projects is another chilling reminder of how cheaply some people are prepared to price the lives of others.
However, some of your reviewers may want to check the difference between "its" and "it's".
I also noticed a number of other spelling problems: "alchol", "monthes", "H.G.'s originally message", "tecnical"... I'm sure there were others but I found the colour scheme made it hard to read on my browser.
