If people haven't heard what to do then they're not watching enough tv. They've had plenty of test blackouts scheduled with numbers to call if they are not receiving a digital signal.
My 90 year old grandmother was ready 6 months ago. She watches the least amount of TV of anybody I know. I really don't think it's old people that aren't setup.
No idea if this would really work, but why not give everyone two votes? A for vote and an against vote. That way A gets 40% for but 60% against, and b and c each get 30% for and 20% against. Then figure it out between B and C who are obviously preferable over A according to the population. Or something like that.

The hawks work great when you have the time to use them. I'm not sure how well they'd work at the major airports which would have minimal time between flights and large areas to cover. Would it just push the birds away from the current hawk area into the current landing/takeoff area?
I find it funny that ISPs are switching to tiered plans while cell phone companies are switching to all you can eat plans. While I'm not a fan of tiered plans, I do prefer that they have clearly defined limits and consequences and the ability to check current usage.
