Similarly, in a factory setup, is it the workers who are generating the profit, or is it the massive cash investment in machinery, buildings, designs, contracts, etc?
Taking good risks with your own money is what reaps reward. Not labour. And certainly not labour when the individual is told precisely what to do, and could be replaced with a fairly stupid robot.
I think the stat the gp was thinking of is the gdp/capita, which ISTR (but can't be arsed to fetch the stats) does have the States as the biggest by far.
So in terms of disposable income, yeah, the States should be the ones doing this. Also, I have visited the southern states. Blanketting them in solar arrays would be an improvement.

I can vouch that in the UK, in Southampton, in 1992, the loops could reliably detect me on my chromoly frame hybrid.
I think this, if this is still a problem where you are, it is not a technical issue so much as an implementation one.
