THE 311 NUMBER IS A SCAM. NOBODY IS BEING HELPED WHEN YOU CALL. POLICE TAKE THE COLD AND HOMELESS AND RELOCATE THEM TO SLIGHTLY WARMER CLIMATES - THIS DOES NOT MAKE THEM HAPPY. LEAVING YOUR AREA WITHOUT A TRACE OR PENDING FAMILY NOTIFICATION IS HORRENDOUS. DO NOT CALL 311. IT IS A SCAM.

I suddenly became strangely inebriated. The external world became changed as in a dream. Objects appeared to gain inrelief; they assumed unusual dimensions; and colors became more glowing. Even self-perception and the sense of time were changed. When the eyes were closed, colored pictures flashed past in a quickly changing kaleidoscope. After a few hours, the not unpleasant inebriation, which had been experienced whilst I was fully conscious, disappeared. what had caused this condition?

Thomas Ferguson refers to the realm of think tanks as "America's second party system". He could not be closer to the truth.
On the surface of American democracy, it seems that all ideas have the opportunity to be voiced. There are think tanks aimed specifically towards the nation's laborers, children, Social Security privatization, tax and investment laws, regulation of everything from oil to the Internet, the global environment and all aspects of the sociopolitical world. Costs of gathering information and formulating policy run high, so grassroots movements, the supposed staple of democracy, have been suffocated.
The state of government must be sold with facts. Polling firms are hired to produce a desired opinion, scholars sit idly within the think tanks assigning "senior fellow" or "adjunct scholar" to their names to encourage belief in themselves. This does not mean that they even possess an academic degree in their area of claimed expertise. Outside funding corrupts the integrity of academic institutions. The same corrupting influences affect think tanks, only on a larger scale. Think tanks are like universities without students, without peer review and without any other promotion of diversified thought. Real academics are expected to conduct their research first and draw their conclusions second, but this process is often reversed at most policy-driven think tanks.
"Normal" voters, recruited to support various organizations are coached on facts which are usually debatable at best. With the guise of emotion on the table, it isn't difficult to recruit an average American to rally for a specific cause. Citizens are manipulated with said facts and ignorance prevails. Few ever realize that democratic debate is not an end-goal, corporate interests are.
