This is the only place I disagree with you. Costa Rica is hardly like the States, nor even supports it. When Bush went on about the Coalition of the Willing, Costa Rica asked that their name be removed. Costa Rica has no army. They concentrate on making their own country better without meddling in the affairs of other countries.
The article states that the ICE is a monopoly, but that's how they keep things in check. In English, the ICE is the Costa Rican Institute of Electricity. They handle the electricity and telecommunications for the entire country. There is also only one, yes one, insurance company for every kind of insurance. Surely they have more examples too. Each are government regulated and do not rip people off.
It is true though that most business owners are European or American. This is because no foreigners are allowed to work unless they open their own business. This is because, as was mentioned, there are still not enough jobs for the existing population, and they don't need warmth seeking westerners taking their jobs.
I suspect this law will not be passed. Costa Ricans are smarter than that.
Apparantly not them. From their Terms and Conditions:

I guess they really don't want to be in any search results.
Translated, in case something should blow up, we want to wait as long as possible before not being able to say, "Hey, it's in beta. What did you expect?"
I still use F-Prot. It's not free (though it's only $29 for home users), but I haven't had any problems with it. It has much less overhead than McAfee or especially Symantec. And it doesn't assume you're stupid.
You can sue for legal costs. My mother's accounting firm is doing so with the Canadian Customs and Revenue Agency for dragging on a fraud investigation for years, when there was no fraud to begin with.
I base what I charge on how long it will take me to do. One friend needed a basic clean up. All I needed to do was install Adaware, scan, update virus definitions, and scan. I only charged $30, seeing as while it's scanning I'm free to do whatever I want. Later, I charged someone else $60 for a full reinstall, since it requires more time (backup, install, restore, install other apps). Just decide how much you want to make an hour, and how much you like the person.
The number of results means nothing. It's the relevance and order that matters. What good are 188 000 000 results when you have to sift through 20 pages go get what you want?
If they really do make something better, people will use it.
Not true. Marketing is everything these days. Why is Britney Spears popular? Quality product? hehe... Marketing will get them their users, but users that don't know any better. For the tech crowd, yes, Microsoft will have to come up with a better product, though I find that just as amusing as Britney Spears selling records.
runs an American-style government

The age of consent in Canada is 14.
Searching for "age of consent canada" will yield many sites dedicated to trying to get this age raised.
so how exactly is this "Straight Talk From Executives"?
Well, how many executives do you see admitting that their competitor has a "strong product offering"?
At least it's appropriate that an inplementation of .NET be named after an incredibly contageous virus.
Google, who needs 'em?
Apparantly not them.

read the first post on the range of these things.
They probably won't care if you take your chips home. No need to hide it. They just want to stop people from cashing in fakes.
Security would be a huge issue. People will start typing in "Neighbour's wife naked".

You like Microsoft's strategy better?
Sounds just like Canada's problem with Quebec.
The government doesn't enforce it. They just wait for someone to sue. It's like every other law.
"Even just for a fleeting moment?"
Pun intended?

And we shouldn't worry that the US has more nuclear bombs than any other country?
We shouldn't worry that Bush commands them?
Maybe the US's hipocracy is why North Korea stopped talking.

But apparantly, some judges are taking some action against frivolous lawsuits already.
"Liar, liar, pants on fire!"
Like Judge Judy?

All prices are in Canadian dollars.
If I had mod points I would mod the parent funny.
It's almost as good as "All our base are belong to us".
I'd like to see a "stay in the country" feature. Going from Niagara Falls, ON to Vancouver, BC it sends you through the US. If I'd make the trip I would like to stay in Canada.
Similarly, Detroit to Buffalo
Uh, they did include Canada: http://maps.google.com/maps?q=Hamilton%2C%20ON&spn =0.112305%2C0.233502
I'm still waiting for a trek style comm badge that works as a phone.

If you think it is art, then it is art.
By that definition, this post can be art.
