I think him taking command when Hammond simply moved on is a natural assumption. The only reason anyone else ever held that position was because of some sort of outside pressure (NID, President).
That's kind of the same reason why Don S. Davis (Gen. Hammond) left the show entirely. He's had some health problems, and the stress of a shooting schedule wasn't helping. He wanted to spend the rest of his time relaxing with his family.
You can actually get 2100 mAh batteries for the Archos Recorder (and I think Studio) V1 from just about any store that sells photographic equipment for $20. It uses standard Li-Ion AA batteries. 2100s give you a couple more hours life compared to the 1500s that it normally comes with.
Actually, the SP gets away with it because it uses a frontlight with a reflective screen, same as a regular GBA with an Afterburner. This technology uses far less energy than a backlit screen, which is why leaving it on still gives you more than half the battery time you get when you turn it off.
I think you're placing a bit too much importance on the screen. Several of the competition's portables have had better screens, like the Game Gear and the Nomad. However, these all seem to have been beaten by the GB with a blurry black-and-white screen.
The XBox has a built in DVD player? I thought you had to pay for it separately with the remote. I know my XBox doesn't play DVDs unless I use linux on it.
So place the solar panels on the garage instead of the car. You can have more surface area, and you won't have the dent in the aerodynamic and weight efficiency with having all those solar panels on a car.

Wisdom Tree didn't quite break any encryption to get around the lockout chip.
They used a special cartridge with a passthrough that you would attach a real cartridge to. Then it'd use the lockout chip on that one to play.
