I don't know where you got those figures, but the retailer makes more than $.01 per gallon. In 1972 the gas station I worked at made about $.05 per gallon on regular and that was when prices at ~$.38 ish cents per gallon (~ $1.40 now). I doubt they make less than that now.
They should go to mechanic school. I've seen people take in a good car to the mechanic, and $2000 later, the car is worse than when it came in. Fixing it, regardless of whether it's broken is a normal thing.

Several small towns here go together and split the costs of the building the lake and matainance and now the wells. It's not cheap, but the costs are mostly local, we did get a grant that the towns had to match for the wells due to the extended drought. In the next 5 years I expect the water cost to increase by at least 50% and our sewer plant is about to need updating and the costs are expected to be 2 to 4 million to bring it up to date. For a town of 800 people that's gonna hurt!
I want that, mine was $141 last month. We had an increase this year by $5 a month because the lake is dry and they had to drill a bunch of water wells. A local private water coop regularly charges $200 a month. Suck it up Calif. If we can afford it in west Texas, you can in calif.
