Radio and TV don't distribute content in the same way as you see on the Internet. Money doesn't have anything to do with it in this case. Each "client" requiring resources as opposed to broadcasting makes the difference here.
Your lawnmower analogy is a bit off. Maybe a better example would be that yes, the lawnmower just works. But you still have to know what to do with it -- alternate mowing directions, adjust the wheels to the correct height so you don't scalp the lawn, etc. Cars tend to just work, but that doesn't mean that people will actually know what to do with them.
What, launching rockets at the neighbors? They'd probably be pissed off, but if done properly they wouldn't really have time for it. Everybody else would probably be pissed off in that case. Build a LOT of rockets, just in case.

The.50 cal is designed as an anti-personnel and light anti-armor weapon. There is no prohibition against shooting people with it. You fell victim to an oft-repeated but incorrect statement. That would be a poor choice. If you blind the people, then more people can come and use the functioning equipment. That's why the main focus is to destroy the equipment. In that case, it is not necessary to (directly) kill anyone, because if their equipment doesn't work they are still out of the fight.
Your advice on upgrading twice when thinking of the same game is....interesting. It might be better to think about what you want to do now vs later -- if you don't HAVE to do it now, then don't. (unless you just have the cash to burn)
