First, for wireless connection management you can use the nocat wireless portal system (requires linux). That will allow you to advertise a wireless AP and have the users automatically redirected to your community site.
For the actual site, I recommend phpnuke,postnuke or any of the content management software. They have lots of features hat will allow old style bbs functions like forums, gallery, pictures, files, etc. There are also modules that will do more.
With nocat you have the option of adding an internet connection in the future. I suggest talking to a local cafe shop, they may already have an internet connection and may be interested in a project that attracts the surrounding community.

Other 'experts' are going to say much of the computer hardware is now made in China and it is the rest of the world that will be isolated. Who do you buy your motherboard from? asus, abit, msi? You may want to check where all those cheap parts are being manufactured.
A large amount of end result on HPC is visualization and you need a GUI for that. Many HPC centers have a multi screen conference room setup just so they can display pretty pictures. Still think GUI's are for desktops?
I reinstalled the whole operating system, from scratch, four times! I poked. I prodded. I tweaked. I FAQed. I How-To-ed. I searched Usenet. Nothing solved the problem.
We just tried a computer transcription product from the largest medical transcription equipment company for a month, and let me tell you, it doesn't work. It was too hard to use, produced too many errors (95% accurate), and in the end still needed a transcriptionist to correct the errors. So why bother?
We ended up getting the portable digital transcription system (4 recorders, foot pedal, and software) from the same company. It was cheaper to pay the transcriptionist than the software, and we now have a 3 hour turnaround time on our transcription. Our doctors and refering physicians love it.
I work IT at a medical center so let me give some observations... Judging by your post name and some search, I am guessing you are a OB/GYN, which I know has a very high 'getting sued 18 years down the line if child has problems', so your desire to 'do something else' is very understandable. In our city, we have several OB/GYN who decided enough was enough and has since quit from the medical group to either retire or go into real estate. I suggest becoming a real estate broker and use your connection as a doctor to do listing and transactions. Being a broker is all about trust, you have the credibility as a doctor to do so. Alternatively, sell your large house (assuming your state has a law against taking away homestead in a lawsuit), and invest in rental properties. You can of course do both. And best of all, you can study for a broker license while still being a doctor.
My relative is a doctor, and she has lots of rental properties which will be her future nest egg, so I know it works.
I bought a workstation from Dell just recently with WinXP for work. It turns out (at least in the small business section) that if you choose a computer with WinXP, a discount can be applied(loyal customer) which resulted in a computer that was cheaper and better then one without an OS. I got the computer and promptly wiped and installed Linux, but at least I still have the WinXP license if I ever needed it.

I have noticed that on some of my CDR's, burning slower results in a different color than a faster burn. I guess the dye is being changed more when it is slower. So now, for CD's that I want to keep for a few years, I write them at 4x even though I have a 48x burner. As for the labels, I don't use them.
'catching on'? It's more like a 'catching up'. The idea of using prepaid card is not new... Many people already use prepaid phone cards in the US. Game companies in Asia even sell prepaid game cards for online games (like Lineage). Game magazines often include cards with a small amount of credit so people can try out a game. Why? So a 17 year old with no credit card can try out a game without the parent knowing of course!
I prefer those pens that imprinting companies send out as samples. Recent ones are nice and large, easy to hold, and they even look expensive with goldplated trims.
Does it support UPnP? Many new home routers do this now, eg. Netgear, Linksys. Also, does it support socks5? A lot of application that are broken behind NAT have the ability to use SOCKS5. For example, file transfer in icq/AIM, and voice/video.

I am all for AMD processors, but I have yet to see an AMD laptop that doesn't freeze up randomly.
