The govt is no more corrupt than any company that would ever control ICANN. The only diff is that the govt can/will (for the most part) let everyone know what is going on. A company does not have to let you in on squat.

Now, since they don't have that right in the first place, they are guilty of fraudulent misrepresentation, and this is more ammunition that the ISP can use to shut them down immediately..
So, rather than waiting for the law to catch up, we're using existing laws to can the spam.

If a spammer is (ab)using a third party's mail-relay, or open proxy, or formmail script, your 'contract' is not going to be worth much. But, honestly, if it works, more power to ya!
