Yes, you don't get as much bandwidth toward outside Japan, mainly because foreign server chokes on their bandwidth but from Japan to Japan, the highest achieved in my home is nearly 70mbps download with 40mbps upload, but with these amount of bandwidth there are many factors that can limit, like software and hardware, not by how the bandwidth is choked by other users.
I tried to have some bandwidth testings against 2 FTTH endpoints, the best ones are VTUN(through HTTP download) and NFS which achieves 30mbps, and OpenVPN, samba, MS file sharing all starts to choke up on direct connections to about 50% to 20% bandwidth capability... but that could just be my way Linux softwares are configured but I have no idea, since many users don't have such bandwidth and those component never will get heavily tested, and I can't find much information on web how to optimize for big bandwidth.

It's getting a similar stage as Mr. Kaneko (developer of P2P application Winny, mainly used in Japan), though in his case, he got caught by police for making a p2p app program and since it's used to spread copyrighted material, now he's the guilty one, and he said he wrote the program to try to destroy the current copyright mechanism by flooding out the problem everywhere, spread and share the files.
He's still under trials, but Bram's case look much lighter, he can even say, my friend wrote that page, I didn't know... If that's what they're after...

If you mean the quality comparison, in here my ISP with 100mbps up/down, had no downtime at all for nearly a year (running linux servers and such, so I know if it goes down for some amount of time) since I have subscribed to, so it's pretty perfect service for reasonable price.
It is also technically important to have a cross platforum easy environment, but then again since Java is not a complete opensource free environment, personally I don't care if everything is GPL or not, but distro like Debian refuses to put the Sun's Java by default, so either way, it's not going to be instant cross platform on many machines.
