You dont "dip the whole thing" in liquid nitro. Thats how you end up with a fried computer.

A better idea would be to put the "entire thing"in a tub of 3M fluorinert(a completely non-electrically conductive liquid) which comes in different flavors ranging from low heat transfer with low flamability, to very high heat transfer with very high flamability, and run pipes full of liquid nitrogen through the fluorinert in order to cool the system.

I could see if your friend was already moving, and had to make a decision between two locatins that he liked, and isp became the deciding factor, that is one thing. But moving soley based on the ability to get a faster connection is just stupid. Unless of course he needs the connection for his lively-hood. In that case, he'd want to get some sort of uber-reliable connection, like a T1 or T3, frame relay or some such non-cable modem technology, which would, unless he really is in the middle of nowhere, not require moving.

ATX Mobo connectors have to supply voltages of +12v, -12v, +5v, -5v and +3.3v. The molex connectors supply +5 and +12.

As a tip, if you need alot of voltage for a fan, you can splice the -12v going into the mobo, and put the fan between that line and a +5 or +12 to get a potential of 17v or 24v to run your fans off of. My Athlon almost runs at non-nuclear temps using this trick.
