Think about a top of a hill, or having a long line of people coming the other direction waiting to turn that happen to block your line of sight. Chicken or egg.
I'm in Montgomery County, MD. I've been having sporadic problems the last two days. One minute a site will be reachable, the next, nothing. Online gaming has been pretty bad too. 30ms ping for 5 minutes, than spiking to 1000+.
About a year and a half after I got my Hercules GF2 GTS, the fan on it started spinning slow and making noise. Went to Hurcules's webpage, filled out a form (needs the serial number from the card), and 2 weeks later, I had a new HSF at my door, no cost to me. Link is here.
Most of my friends in Montgomery County, Maryland (a Comcast County) have all kinds of downtime and speed problems with Comcast's Cable modem service.
I currently pay 40 a month for 640/128 DSL service from Verizion. I've only had downtime once in the past two years. That was for about 3 hours. Even better. My actual speed maxes out at about 960/196. The reliability of the service is worth most of the cost alone.

This is illegal, at least in Maryland. Article 27, Sections 45A and 146 of the Annotated Code of Maryland prohibit "illegal access and the unauthorized manipulation of data using computer resources". Thus, in order for this to be legal, I'd have to give them permission first.

A celeron 500 with 196mb sdram is easily enough to run Win2k with word, groupwise and IE open without hicupping.
If your minimum spec is lower, then your IT department needs to be shot.

an OS is really just it's TCP/IP stack anyway. so microsoft should have no problem with BSD on your machine.

Here in the US, is was called the SNES, or "Super Nintendo". To he best of my knowlegde it was only called the "Super Famicom" in Japan.
