Another question. Can't the judge summarily rule against the government since they wouldn't allow the person to testify? Essentially they've denied a fair trial and he could just drop the hammer.

The 40 amp ones are usually 240volt circuits. Generally 15 or 20 amp for 110volt lines. I didn't check the math for the 5 cent figure but 8.3amps for 20 minutes is probably less than 5 cents. A 100 watt light draws less than an amp. That's about a third of a penny for 20 minutes at my residential rate. Doing a little math means almost 3 cents. It seems silly but if everyone starts doing that crap those pennies add up. Still, I think chewing his ass out would have sufficed.

I grew up in the 60's and 70's and I think most people were aware that this stuff was going on although maybe not to the degree. For the most part the attitude was "so what, I've got nothing to hide." I really don't think most people think privacy is such a big deal. Here in the geek world it's blown up to be a sign of tyranny but I think Joe Public isn't quite so outraged. Even with the Snowden files dribbling in the public outcry isn't that imperious for something to be done. Spy agencies spy on people, it's what they do. Congress is supposed to control this but they've been letting it slide and these agencies given such a long leash will take full advantage.
