Since having a reliable and secure phone is more important to me than features, I have have decided to get an iPhone and not jailbreak it.
You obviously didn't do any research then. The iPhone can be compromised via malicious websites with no user interaction. Apple is also really slow to fix such problems (fixes are often available via Cydia the same day, Apple can take months). How many malicious text message bugs does it take before people realize what Apple's focus is, making money, not security.
If you absolutely must use Windows, get a stripped-down variant via a Russian or Chinese torrent (there are reputable ones, which will not infect you).
Actually, there's plenty of prior art... and it's known to the public. There are even patents. Someone at Apple may have seen the patents, modified them for the iPhone, and gotten them published.

Google Wallet and the Google Wallet card have done this since release. You mention custom apps, but ApplePay is just that and more to anyone without an iPhone 6.

Apple does only give that to GPS/VOIP apps. An app can turn on gps/voip services to stay available, but if Apple decides they don't like what you're doing they will remove/disable your app.
Chrome devices have Flash support built-in, but they do not support Java or Silverlight. If you need Java, Silverlight, or other plug-in support, there are virtualization and remoting options you can use for Chrome devices
Nobody really uses OpenGL on consoles. They use lower-level APIs that are much better suited and faster. DirectX on the XBox is also very different from the desktop version.

You can configure it offline, but it will always try to go online first... And when you are in online mode, it often errors or disconnects.
