Yes, because Microsoft JIT-manufactures the consoles. It's not like they have made and paid for those consoles well in advance. I.e. they have not lost that money already when you decide to buy one, and they will not gain some of that money back that they have not lost when you buy an Xbox.
And Microsoft is surely going to tell game manufacturers "we have sold X million Xboxes, of which 50% have been sold to people who will buy games", and because of that, game manufacturers won't bother making games for Xbox...
It is this sort of freedom that gives Linux its huge advantage over windows.
