    This point was raised during the Apollo program, and probably every year since- "The money could be cut from NASA and spent on this or that social problem". Unfortunately, the money involved isn't just hanging around looking for a use, it has to be fought for and allocated. So if it didn't get allocated to NASA, it wouldn't be available for something else, it wouldn't exist as such, it would just not be released from the annual pot.
