The phone is not in charge of decisions at that level, sorry.
That's like each a commuter on a train deciding when the train will leave the station....
Loads are governed by the cell network hardware. Some phones are in cars, moving thru rapidly and they may leapfrog...some are still and they may get priority. For those networks that 'breathe' (expand and contract based on load), it would be especially hazardous if the devices could negotiate which cell on their own....not going to happen:)
...can we get this guy to take a few weeks out of his regular schedule to please teach the fundamentals surrounding iPhone development so the tidal wave of bone head questions on the dev forums can be brought down...just a little...thanks.
...Airbus just announced their competitor to Boeing's CST-100 spacecraft. "It's a little larger than Orion, and much bigger than Apollo," Osteltder said of the DTU-1000 spacecraft. "It carries eight, but it's not really that small – it's larger and more spacious than the Orion."
Few years back, someone found out that a certain plant grows branches and leaves identical to network simulation maps. Go organic. Walk outside and study ivy.
...that 50% of the news headlines about how some cp ring was broken up are just fishing expeditions to see who panics and reads the link to see if they're going to be next....
Guess those lost their effectiveness, and this is just the next step. Buyer beware.
All you sunny day suzies saying how to give obviously haven't actually participated in the process.
Egos get in the way and battles over priorities eventually break out - resourceful volunteers are left waiting to be utilized - projects suffer from either weak and/or dis-engaged leaders.
The net effect is that those that do try to come on board and help at whatever level are more often than not ignored and eventually wander away.
So please stop all this happy talk about how it feels so good to be doing something worthwhile and go do something concrete about the routine ignorance at the top and middle of the pile when it comes to using newcomers.
Let's see - a phone survey attempts to approximate a walk-out poll, which attempts to approximate a voting trend which attempts to approximate the outcome of an election.
So what I'm hearing is that we'll be voting via www.twitface-bloggerspewTMI.com any day now, is that about right?
Maybe if enough of us with the same project interests get together, we can create an accurate summary of the parent!
You see? We could look at each other's projects for combinations of features shared by multiple examples, and combinations of those combinations, and so on!!??
Gates applauds Indian rich guy for sharing wealth: 4.2010 - saying that the norm in the US is 20% and that US benefactors need to give more along the lines of 40% ~ 50% while not mentioning that he & Melinda give along the lines of 1% ~ 2%.
Several cities and domestic air museums have already made their bids, etc. more than a year ago. From Disney to Evergreen, everyone wanted either an airframe or an engine. Evergreen had billboards up for more than a year that have been taken down long since.
No one was interested when they saw the cost to transport, sanitize and decommission just one shuttle.
So what's happening now? Lawmakers= lobbiests for the NYC tourism board begging with the expectation the tax payers will foot the bill? A shuttle wouldn't last one year exposed to the elements on the deck of the Intrepid Sea. Might as well put them on Antiques Roadshow.
If anyone can afford it these days, it will be either Dubai or Shanghai.

This 'revelation' is simply another illustration of how bureaucracy works.
No one should be surprised to find competing layers of effort, working from silos, oblivious to duplication of effort when they look at this.
It's a symptom, not the issue. It's how govt. works.
Good luck making any effective changes at the delivery level...
