So to solve that the OPM came up with a rule for accounting purposes all federal executive offices, with a few exceptions, have to figure out their retirement future liability and then they have 75 years to make sure that money is ready.
That 75 years is for accounting purposes, it is not a requirement to pay 75 years out.
