In the USA, for example, it would be hard to argue that there isn't a certain culture of graft in government... but it's mostly a legally acceptable variety called "campaign contributions." Unfortunately the people making the rules have made a system where they're exempt many of them.
The thing is, what might not be unexpected in certain levels in North American society permeates more levels in some others. In many places you simply can't do business without bribes. In China, it's pretty much endemic to the culture in some areas.
My ex used to share stories, one of which stuck with me: she wanted to transfer her son to another school after moving. When she went in to register him, she was told "sorry, we're full and not accepting more students." As she's leaving, another guy comes up, drops a red envelope (presumably containing some cash) with the school secretary, and asks for the same thing. He's told "sure, we'll fit him"
Also that pesky requirement of having a license in the US to practice medicine... which requires a fairly hefty investment in education etc (IT also requires education, but there are no "licensed" IT people... generally because nobody dies if a server goes down).
That one kinda sucks. As it is it's a bit of a pisser when I'm in the middle of something, have deferred an update, and the next deferral times out causing it to reboot my PC on me....
The radio hardware or the frequency? Many phones have multi-band radios that work everywhere, and even handle both the CDMA+GSM carriers, so I'm not sure why they'd have a different radio chip for Canada.
Or they introduce a game as a pre-release, and it's awesome. Then they introduce a bunch of pay-to-win crap, or break the game in other ways when it's released as a completed product. People see a new game come out, see awesome reviews, and buy it... but at this point what *was* a good game is now a steaming pile of sh**...
I've seen many games that seem to have gone this route... although to be fair many are FTPPTW (Free to Play Pay to Win) so the only thing you really waste before seeing it's a PTW piece of junk is time and bandwidth.
They're probably looking at competing against other eTailers and minimizing floorspace (similar to BestBuy) by allowing such items to be ordered in-store. Hopefully they keep some of the new/popular stuff in stock though and don't underestimate the power of a shiny toy at eye-height.
Not supplying the files for modders to build their own ROM's wouldn't be a carrier issue, but unless the Canadian hardware varies greatly I'm not sure why the US variant wouldn't work?

Yet somebody who goes home with somebody from said bar and finds they're under-age by a year or even a few months may find himself/herself facing a serious charge and/or criminal record.
Now if intent and situation were taken into place, then one should consider that one has a reasonable expectation that those you encounter at a law-abiding facility would be of age (and/or that the facility would have some liability for persons that weren't). However, I believe that this argument has been raised before and failed.
