By May 15th, this particular law will be shot down. The reason is how do you tell the difference between a legal citizen vs. a legal immigrant vs. an illegal alien? If you can not tell the difference, then it will not hold.
OTH, I am guessing that Az will work towards a new and fairer law. Basically, change this law to:
allow checks on traffic stops or altercations where you are not victim or witness.
allow checks on all those seeking medical services without insurance or co-pay.
allow checks on all those seeking gov. services.
Personally, I hope that they will change that to exclude all those under 18 (i.e. schools, medical care for children).
Ideally, they would also allow exceptions for children that were brought there by parents (easily proven by school records) and are now adults. But, I doubt it.
I am not wild about regs, but the problem is that companies really do not care. Worse, when the have real issues in which they lose your data, they do NOTHING about it. Take the example of Toyota. They would have had a recall that cost them a 100 million had they done it correctly the first time. Did they recall? Nope. But what was the Fed's response? 16 million. BUT, it should be a FIXED amount, which includes a FIXED fed, state, county and city rate. To be honest, I think that at this time, a singular fixed tax should be applied on all transactions across the net, the business collects it, and then sends to a singlar location per country. WIll it be confusing? Sure. That is why businesses will prop up that will handle that for small players, and just tack on their own amount.
And for the argument that this will hurt the 'development' of the net, give me a break. The net is VERY developed compared to what we had in the 80's.

I still want to see NASA buy a sundancer and send it up to the ISS, followed by a BA-330. That would get BA's production line started now. Ideally, NASA would even buy the first space station and have it put in space. Yeah, that would probably be a billion dollars for it all, BUT, it would also mean that once private space has human rated, then there is a place to go to, and have BA already building. That basically jump-starts the economic feasibility of private space.

Obviously, something like that in a war zone will need to be WAY up there (60K feet), but a 20K feet over a disaster area would be real useful. The difference with this approach is that it requires MINIMAL amounts of putting cargo into space. That means that it is fast and easy to get things started.
Both Boeing and L-Mart make a great case about a strong need for multiple private end-points. That is, commercial space NEEDS Bigelow out there. The problem is that both will soon have to compete against SpaceX and China. ESA and the EU govs. backing ESA are already carping about CHina. China is dumping and subsidizing on the market, but then again, SO IS ESA/EU. Ariane was developed with EU money, not Eads. Of course, the same is true of Boeing's Delta, and L-Mart's Atlas. So, where is the big disconnection amongst all of this?
