I believe what the parent was saying was that he was charged for having the concept of an EKG explained to him. Are you going to defend that? (Perhaps that's not what he was actually charged for and the doctor was charging him for her reading of the EKG but he appears to present it as her telling him what an EKG is as he puts his coat and hat on before leaving.)
Because people are dumb they just paid the erroneous fee? People who are dumb use words like "payed" or "cuz." People who are busy and may not have time to take notice of fees that shouldn't be on their bill may just pay them.

ebgames has the annoying habit of putting up signs with prices for hardware less than what you expect and, when the sign draws you over to the store, you see that there is a bunch of smaller print detailing how you have to trade in a bunch of old games and give the manager a hug.

They aren't going to charge individuals, tough guy. They're going to charge companies licensing fees to use the technology in their devices. And I am sure in that licensing agreement, MS will state that they are in no way responsible for dealing with problems in implementation of their file system. So you're still going to have to go to the drive manufacturer for tech support.

There's quite a bit more profit if you can sell them individually to people who actually want them and not people just trying to fill a bag. This isn't just useful for the case of first editions.

Why are those laws difficult to enforce? It seems like if a cop is on patrol and sees a group of kids, he should radio for the paddy wagon. That would get the parents involved in that they'd have to come pick up their kids from the station (or let them loiter in jail - which is better for society since they're in a controlled environment). For parents who don't want to be involved with their kids, making not being involved more hassle than being involved is the only way to produce kids that don't steal cars.
In a perfect world where parents can and do take responsibility for their children, the government wouldn't need to do this. That being said, it's not a perfect world. There are neglectful parents who don't monitor their children and there are overworked parents who can't monitor their children. Some government regulation has long been noted as a good thing for the youth of a country but the line between just right and too much is hard to find.
My concern is that if the parents are not around to keep their kids in bed and not out playing video games, taking the video games away merely causes the kids to look for something else to do - possibly more destructive or dangerous.

That's not the same thing - the theatre provided you with a seat for no charge. They have limited physical resources i.e. seats and you consumed some portion of that without giving any payment. If you download a song off the Internet, the record company still has the same number of compact discs for sale. I'm not saying that downloading copyrighted material is right but your analogy is not the same thing.
