RPI one of the preeminent science/engineering schools in the country. Suny-Albany one of the highest rated public universities in the country. Other corporate presence I think includes GE, Electric Boat, Watervliet Arsenal, NL industries. And BTW Albany is the 6th largest inland grain port in the world. It's also the capital of NY, like RTP is to NC and Austin is to TX so it's close to the seat of power and funding.

And because of that there are different rules for how much commercial time during each hour they can have. It's typical for them to run back to back 5 minute previews of the show you're going to watch in next hour. I think they're down to maybe 22 hours of content an hour.
The country has 4.5 million people - so how big is the government contract? I was looking for that number when the main website for the Norwegian civil service union crashed. Go figure. At any rate it can't be very large. I'm all for actions like this but this in no way spells doom for MS.
A Simputer used to get on the internet and check land records has nothing whatsoever to do with poor people and whether they will subsitute computers for food. This is for mid level people, probably state employees who are sent out to do a job, it's for urban shopkeepers who need to check something online or students who nead and educational tool. In India that's MILLIONS of people.
