If the people developing the UI have no idea what it should look like (all they know are they requirements), you are almost guarenteed to get something with lots of blinking/scrolling text, unusable functionality, and terrible navigation.
In fact, a SDD should hardly mention code at all. Class diagrams that give a skeleton of how the functionality will be seperated and interact is much more concise and functional. Your programmers will appreciate not having to wade through hundreds of pages of code when a page containing a class diagram would have been sufficient.
