But there is also human nature. Someone hidden behind any sort of wall MAY take the opportunity to goof off. Having said that, the fault then really lies with management. They have to recruit good people, train the people properly, motivate them and reward them for good performance. It doesn't matter if there are cubicles, offices or an open area. We are all adults working together to reach the obejctive.
I agree with the article that a large reason that change isn't coming is lethargy. Most people have the "if it ain't broke don't fix it" mentality. So as long as Windows suits their needs, they will think why change. There are also all the costs involved in any kind of change.
I also don't think the average home user (outside of geeky types) will ever change to linux as long as Windows is what he is using at work. He doesn't want to worry about changing formats, he wants seemless integration with home and work. Most of the people I know that do use a different OS at home, they use a Mac because they say they can use it without thinking about how it works. Most of us Linux users, use it because we like to know how and why it does what it does.
Welcome to America.... if trial lawyers could not sue unless the other party could actually be shown to be negligent to people with some intelligence, they would all starve to death. Look at the millions they collected on the breast implant cases. Yet there was never a single scientific study that could show a connection between the implants and their conditions.
And I especially hate the attitude that we can use Linux, if we can make it look and act just like Windows. Unless everyone working there is a dim bulb, I think they can handle something other than the Start Menu....
Their ability to drag their feet is not really an inefficiency in the system. The delays are perhaps abuses of the system. The system itself will run as efficiently as the parties want it to. Given willing and cooperative parties, justice can be dispensed very quickly. In this case, SCO doesn't want to move the case forward as they know it is a loser. They seem to be hoping that they can keep hanging around long enough that someone will pay them off to go away and they can declare victory. They don't seem to be willing to read the tea leaves here as it seems clear that IBM is not going to bite.
They probably need to get some other discovery from Microsoft to document the existence of such analyses and a basis for why they need such information.
I think they see some of the kooky things the ACLU goes after and makes the news doing and thinks, why not us? But it (the EFF) apparently hasn't noticed that they don't have the huge base of support the ACLU has, that will continue contributing large sums no matter what.
I would think that the newspaper sites are getting more visits because of Google News. Perhaps Google can start extorting money from them if they want hits coming from Google. Let's face it, there are several other news outlets that Google can use and therefor send browsers their way.
At least it wasn't as bad as some of the old "free" offers from some companies. Free download..... downloading...... then install it..... oooops, now you have to buy the key...
and yet since the grandparent of this post gets a 5 for insightful for obviously not reading the summary and you are still at a 1, it appears the lesson is to just say something and pretend to know what you are talking about.
it won't matter because their is no public outcry yet at this point. Most non-Slashdot computer users seem to look at it as part of life. Nor are any of the corporate interests flexing their muscles to get the government hopping.

Many school systems will have a chess program in them. Also check with the local library. There is often a local chess scene with weekly club meetings and such that most people are not aware of until they look for it.
