This is not feasible because Wikipedia has 800,000 article and the number is growing by thousands each day. In a few months it will reach a million and in a couple of years two million. Who is going to mentain the stable and unstable versions for each of those articles? For Linux Kernel it works, as the quantity of data is not that immense, but here we don't have enough experts that are willing to do such mundane jobs.
There was none because the Soviets allowed none to evolve into a democracy. As soon as a Communist government showed a bit of liberalization, the Soviet union invaded that country and put a puppet government instead.

A non-authoritarian communist state was a very dangerous precedent, because all other Communist countries could follow, including the USSR. Starting with the 1930s, the whole purpose of USSR was keeping the power into the hands of their elite, so a democratic USSR would deny its purpose.
Actually, their tools had pretty much the same complexity as those of our ancestors and they also did cave paintings, so we can assume that had a similar intelligence to the Cro-Magnon.
