    the top 500 is based upon the Linpack benchmark and it is not really a good reflection on 'how fast' a super computer really is. Newer benchmarks, such as graph500 and NAS parallel benchmarks try to make the benchmark more real world. But if all you plan to do is solve linear equations then I guess Linpack is your thing.

    JOINT RESOLUTION

    Concerning the war powers of Congress and the President.

    Resolved by the Senate and the House of Representatives of the United States of America in Congress assembled,

    Short Title

    Sec. 1. This joint resolution may be cited as the "War Powers Resolution."

    Purpose and Policy

    Sec. 2. (a) It is the purpose of this joint resolution to fulfill the intent of the framers of the Constitution of the United States and insure that the collective judgment of both the Congress and the President will apply to the introduction of United States Armed Forces into hostilities, or into situations where imminent involvment in hostilities is clearly indicated by the circumstances, and to the continued use of such forces in hostilities or in such situations.

    (b) Under article I, section 8, of the Constitution, it is specifically provided that the Congress shall have the power to make all laws necessary and proper for carrying into execution, not only its own powers but also all other powers vested by the Constitution in the Government of the United States, or in any department or officer thereof.

    (c) The constitutional powers of the President as Commander in Chief to introduce United States Armed Forces into hostilities or into situations where imminent involvement in such hostilities is clearly indicated by the circumstances, are exercised only pursuant to (1) a declaration of war, (2) specific statutory authorization, or (3) a national emergency created by attack upon the United States, its territories or possessions, or its armed forces.

    Consultation

    Sec 3. The President in every possible instance shall consult with Congress before introducing United States Armed Forces into hostilities or into situations where imminent involvement in hostilities is clearly indicated by the circumstances, and after every such introduction shall meet regularly with the Congress until United States Armed Forces are no longer engaged in hostilities or have been removed from such situations.

    Reporting

    Sec. 4. (a) In the absence of a declaration of war, in any case in which United States Armed Forces are introduced--

    1. into hostilities or into situations where imminent involvement in hostilities is clearly indicated by the circumstances;

    2. into the territory, airspace or waters of a foreign nation, while equipped for combat, except for deployments which relate solely to supply, replacement, repair, or training of such forces; or

    3. in numbers which substantially enlarge United States Armed Forces equipped for combat already located in a foreign nation;

    the President shall submit within 48 hours to the Speaker of the House of Representatives and to the President pro tempore of the Senate a report, in writing, setting forth--

    (A) the circumstances necessitating the introduction of United States Armed Forces;

    (B) the constitutional and legislative authority under which such introduction took place;

    (C) the estimated scope and duration of the hostilities or involvement.

    (b) The President shall provide such other information as the Congress may request in the fulfillment of its constitutional responsibilities with respect to committing the Nation to war and to the use of United States Armed Forces abroad.

    (c) Whenever United States Armed Forces are introduced into hostilities or into any situation described in subsection (a) of this section, the President shall, so long as such armed forces continued to be engaged in such hostilities or situation, report to the Congress periodically on the status of such hostilities or situation as well as on the scope and duration of such hostilities or situation, but in no event shall he report to Congress less often than once every six months.

    Really? And why is that? Is it because the risk reward is too low for a private company to build a plant?

    lf a corporation (not necessarily an American one) thought they could profit by building one of these it would be built. That they will only do so with a government backstop against failure indicates these plants are not economically viable.

    the CDF bump has nothing to do with Higgs nor does this D0 result using about half as much data. Were the CDF bump real it would likely be indication of a Z' and physics beyond the standard model.

    Not to the use of the horse (or course) but to the use of federal funds for this project. I spend a good chunk of the year in a very rural area of VT - there is no traffic light for 18 miles, the nearest fast food is 25. Yet the two towns in my area (1500 households over 67 sq. miles) are serviced by high speed dsl. I only get 4Mbps down and about 1.5 up but am a little far from the dslam. There are some who get 12Mbps and I believe more fiber is being put in. This has all been done by our local phone co which handles our towns and a handful of others. I've even participated in a group discussion one evening at their request. But now we have a situation where other companies and users are being completely subsidized. That is plain wrong and unfair to both the residents in my area who pay for the cost of the service and the phone company who put their capital at risk.

    Because a) it doesn't work as well as a straight up gas tax (a semi and a civic going the same distance do not have the same effect on the roads and/or environment) and b) it is an invasion of privacy in the way its been proposed (using gps trackers)

    Thank you. What is curious is that so many /.'ers have the time to play so much video on their pc/laptops that they would prefer 16:9 over 4:3 (or at least a 16:9 with sufficent vertical to make documents, coding, etc not an exercising in paging up and down.

    As to why the black bars are hated by the masses, it is because they perceive they are not getting their monies worth unless the entire screen is filled up.

    I think you need to go back and check your history and what was what when. Eigen everything extisted before 1900 but just didn't have the German name. Prob. and Stats were well developed prior to 1900. Clifford? Dead before 1900. Etc. By your choices you have pretty much proven my point - that the math required for any undergrad and many PhD's has been around at least 100 years. And almost all of your choices are not applicable to the topic - using TI calculators. 'Algebra' in the college level is something that few students will see. and will they be using a calculator? Further, many of those higher level maths listed are applicable to only a very small subset of all PhD's (how many physics phds in a year? CS? Math? Not a large %)

    I have to disagree with both your reply as well as the original question by the professor. Previous programming should not be a prereq for a CS1 class. Afterall, that is why it is a CS1 class and it may well be required for non-CS majors as well (though some schools have intro CS classess for engineering majors only.)

    I think what the professor is seeing is a two part problem. The first is a general problem. Students appear to be (in general) less well prepared for college, less motivated and more distracted than ever. For instance, when I was a freshman we just had drugs, booze, sex and incredibly basic cable as distractions. Now in addition you have hundreds of tv channels, the web, social media, gaming. I'm not going to search for the reference but recently I read that the time students spend on things like homework is at an all time low. Hmmm...In addition, there were times when learning to program before college was not an option - no home pc's, none or very limited number at school. Yet people still got through those initial courses ok.

    Second, is Java really the best language for very basic introduction to programming? Perhaps it would be better to start with a simple procedural language which still teaches much of the basics without getting bogged down in a lot of concepts from object oriented programming. Java could the be tought in CS2 where students would be better able to understand why using an object oriented language such as Java is preferrred.

    I would question first off whether a public university would truly be considered a non-profit under the law as they charge additional tuition which is not uniform for all students (in particular those from out of state) unlike say a high school. Second, if the market for a text is small then taking even 500 copies out of circulation by lost sales (across all schools) does have a material affect on the value of the work to the publisher (ignoring the author completely) and the price for the potential buyers (how many books will we sell to absorb the fixed costs of production and editing?). Third, taking multiple chapters can be a significant percentage of the material. So you can't argue "well, its just these 10 or 15 copies at GSU" as it is clear from the many other responses that this practice is wide spread and as reverse class action suits are not possible, it must be addressed on a school by school basis as questionable use comes to light.

    People continue to moan about the high costs of academic/scholarly texts but fail to understand the economics of publishing a title and how any particular title can't be looked at in isolation (ie, its price or profitability) but must be view as part of the complete portfolio of books offered by that particular publisher.

    The mathematics required for any undergrad and probably many phd level degrees has not changed in what..100? 200 years? Depending on your age, what worked for you parents (or grandparents) and theirs before is just as valid today as it was then. Personally, I would remove calculators from every exam as they encourage plug and chug instead of thought.

    Are you kidding? You don't see this as blatant theft? I could see it if you were getting one or two pages out of a single book that perhaps explained or illustrated something better than others. But whole chapters? That is not fair use. That is unfair theft of another person's work. And you wonder why text book prices are so high? How many people in this class? 30? 50? 100? So one book was presumably bought (though maybe the professor didn't even do that) and all other sales were lost. Spread that out to all the schools using the material and the number of years they have done so and you see that adds up to a lot of book sales which are lost thereby assuring that the cost to those who do buy the book is far higher.

    Wow.. another Xmonad user! I am, and have been for nearly twenty years, a dual monitor user. I tend to keep code on one monitor and other stuff (reference material, chat, browser, etc) on the other. I suppose I could get by with one very large monitor (of at least 100dpi) but it best not be that 16:9 widescreen crapola. That is absolutely the worst thing to ever happen with montiors/displays. If you watch that many movies on your pc or laptop I'd suggest you get a life and use the tv for what it was meant for. We need more veritical, not horizontal. The page has always been taller than wide because thats just what works for humans.
