Most of the peak oil research I've done seems to point at central/southern Europe being one of the best bets when the crunch comes for a variety of reasons, not least of which are a much tighter geography than the US, better urban/rural integration, better (at least closer) access to actual remaining reserves, as well as being further along the tech tree when it comes to non-fossil based energy production.
