Yes, Yes I know "unauthorized computer entry" or whatever you want to call it is illegal in most countries but there are slightly more than 200 countries in the world. Some of them just might not have the laws/resources/funding to prosecute the creator.
Well I just downloaded Netscape 7.1 and I'm happy enough. It wanted to "register" me but i just clicked "cancel" and it went away. It did leave an annoying AOL Instant Messanger icon on my desktop, but a "two-click delete" (patent pending) solved that. You should be able to tell it to just use one config.

I'll use the Island of Madagascar (sp?) as an example because I've never been there. Say you live in Madagascar. If you set up a web server you can use any technology you please, so long as it is not illegal in Madagascar. You could have your own one-click shopping system and that would be just fine. Someone who lives in the United States is probably even OK in using your web server because they are not acually violating Amazon.com's patents. Amazon.com could probaby take you to court in the U.S., but if you live in Madagascar, you could just laugh at them. Bottom line, obey the laws of the country you are in.

Have you ever invented anything? I know I certainly haven't, however, if I did I would want to be able to make money off of it. A lot of people/companies would not attempt to innovate anything. Your amazing idea would stifle innovation. What might be more useful would be looking at frivilous litigation with respect to patents. Maybe awarding greater monetary compensation for frivilous lawsuits?
