Even if it's a FoC, they are still governed by the laws of that country.
In any case, several of the FoC states are starting to clean up their acts.
I've been using it for the last year or so for exactly the same reason as you, and not had a problem.
Unless you happen to be living in the country, out of reach of any cable operators and still waiting for your exchange to be upgraded.
