CPUs have been 'good enough' for most desktop/interactive tasks for a long time. Pretty much any machine released since 2009 is still plenty fast enough to run more modern OSes without noticing it being slower. My 2012 i7 laptop is faster at certain things than the brand new quad Xeon E-54657L (48 cores total) VM server sitting behind me right now. My phone will last for days without a charge, my laptop will only goes about 10 hours with light use, and the server... well I'm waiting for it to suck the power lines out of my office wall (I have 30 amp supplies of power in my office for this purpose and it'll blow the breaker if I don't split it amount the two!). What you're using it for matters.
Just because the trend to cram more eye candy into the OS has been going on for a while, doesn't mean it would continue, and in fact the latest round of OSes goes the opposite direction (iOS excluded which does seem to still be going the eye candy route). Now we're at the stage where we don't need more CPU to deal with shitty developers
Case in point:
Modern CPUs are more than fast enough that we can have shitty developers write games in C/C++, 'compile' them to JavaScript and then run them in a browser with OpenGL graphics... we're WAY WAY beyond the point of having 'enough' CPU when we can do such ridiculously inefficient and stupid things... and celebrate how awesome it is that we did them.
Shitty Java code doesn't even feel slow at this point.
We're also rapidly approaching the point that there simply isn't a physical means to getting more CPU power in the same density, the laws of physics change at the scales they're approaching. CPUs won't get much faster. We've still got plenty of room for power conservation, so if they can get a couple cores of x86 to run in super lower power, slow performance on a phone... then turn on 8-16 cores when in 'desktop' or 'powered' mode... the only thing that will suck about it si the heat sink it has to have attached to cool them!
I don't know who or what OS is going to be the one that does it, but Android doesn't have anything I'm interested in, iOS/OSx is my preferred environment, but Windows is by far the one most likely to benefit from doing it and while I don't like the feel of Windows 10, the OS is certainly moving exactly in the direction I want.
One OS across devices that allows me to seamlessly transition from working on my phone to working on a 'desktop' without actually requiring a full desktop and I'm sold.
Its not the OS or the company, its the idea. My phone is my laptop and desktop, it just doesn't have the monitor and keyboard attached... I'd buy pre-order it now if they told me OS X 12 would do it, I'd have to see Windows in action based on the Windows Vista, 8 and 8.1 experiences, but they'll work things out and produce something we all (excluding rabid fanboys) consider to be not too bad for the time.

Why? A Phantom without a camera can carry plenty of payload to do plenty of damage. Doesn't have to move fast, just get there.
30 miles is outside the range of your off the shelf DJI phantom, but I've got one thats flown 18 miles thats the same size roughly, of course all its payload capacity was consumed with the extra batteries... but its a quad, the least efficient form of flying machine man has ever invented. A fixed wing aircraft has an order of magnitude more distance given the same inputs.
Remember, quads (the toys you see) are really horrible flying machines. They require full artificial stability 100% of the time or they won't fly. No human can sense or react quick enough to keep them in the air, and they only get made because they are mechanically simple, strap 4 motors with props onto 4 arms and you're essentially done. No linkages for control services, no control surfaces, no control surface flex or any other things that happen during flight, the software on the controller takes care of everything and making software is freaking cheap as shit compared to designing a proper aircraft. So the toys are quads.
Any drop thats going to be a threat isn't going to be a quad.

With web browsers your problems are 2 things, shitty language (javascript) and different browsers. In modern terms, you have fewer browsers than you have OSes, so if you want cross platform support the browser is your path of LEAST resistence. If you support webkit, you immediately get the majority of the internet across all platforms, and you'll get close enough out of the box for anyone who uses firefox. You can ignore firefox users up front because they use a shitty browser and complain all the time about anything and everything anyway. The only other browser worth mentioning is Edge since its the direction Microsoft is moving in. In my line of site on my desk right now, I can see 5 different devices that have webkit based browsers, one that runs Edge, no firefox and no IE, certainly nothing like Opera or more obscure than that. But from an OS perspective, that covers OS X, Windows, FreeBSD, Linux and Solaris.
So for web dev, you essentially support webkit and edge and you get the entire planet, with a few outliers that don't matter anyway because they're doing something obscure.
For real developers that want to do cross platform, its ridiculously more complicated with completely different APIs in a lot of cases... and you're bitching about some minor implementation differences in a pretty well recognized standard? bwhahahahaha FFS there are more Windows variations than there are browsers to choose from, and I'm ignore the 100 different Linux distros that all have minor differences (wouldn't be a different distro if it didn't, would it?)

My wife is the perfect example of someone who would want a Surface Phone (excepted she'd really want an OSXiOS phone since she's a mac person). She RARELY uses her MBA, but when she does its because a phone just isn't the right input/display device, its pretty much never due to lack of CPU power.
If should could simply take that phone, and plug it in with Thunderbolt and it instantly becomes a very low powered but fully featured laptop... with say 256GB of storage? She'd never own another laptop.
99% of the time, the phone is perfect. The other 1% doesn't require a desktop PC, it requires a big display and a real keyboard/mouse. Having all her data, always being connected, and only needing essentially a KVM to turn it into a practical 'desktop pc'? Awesome-sauce.
I want the exact same thing, but I require more CPU power so its not going to work for me for a few more years, but I do dev work on her MBA on occasion and its really not that bad for most things if you can keep your working set small enough. You aren't going to want to run freebsd's 'make world' on an MBA as a regular thing, but rebuilding init or sshd is certainly tolerable.
Again, I may be a corner case, but I don't think she is. She's a vet, so being able to do almost everything on her phone (with a different UI than full desktop mode!, same apps) and then just plugging in a keyboard or display for the rest? Wherever she is because her phone is ALWAYS with her...

You separate power for the radio, thrust an auxiliary items for safety. This is an aircraft, you can't pull over or just roll to a stop if something goes wrong. Cars for instance by nature fail safe for the most part, if the engine fails, they will in most cases start to slow down and eventually stop, with the exception being that gravity can sometimes cause them to accelerate with no engine at all... but thats pretty rare.
On the other hand, with quads or any other aircraft, when you loose power you almost certainly run the possibility of rapid uncontrolled acceleration, in the vertical orientation. Gravity is ALWAYS in play on aircraft, so you want all the redundancy you can get.
You don't want the camera shorting out and drawing a large load which then causes your radio gear to brown out and... poof one motor is going faster, one is going slower, one has stopped and the last one... well now its running in reverse! Or you don't want the thrust motors sharing power with either, because when the flight controller detects that gust of wind and has to put all the power it can into the motors to stabilize the aircraft... now your camera and radio brown out because you simply don't have the surge amps required available after everything is taken into account. (Note: all of these things are typically mitigated with other factors like capacitors and such as well)
Doesn't matter that in the last 5 years lipos have made electric flight on par with nitro flight for a lot of smaller aircraft.... doesn't matter that flight controllers now are so robust that even the cheapest toy can pretty much hover on its own for short periods of time, because the same problems still occurs with those devices, it just happens without you having any control over the situation since the flight controller is acting for you. Doesn't matter that 2.4ghz radios are practically interference proof (not completely, as many pilots have found out the hard way), because too little power in a power hungry cosmos is always going to be a problem.
If the frameworks a page is written in are making your head hurt and you aren't actively maintaining/developing for the page I'd say you might want to consider the problem to be a personal one since you seem to be focused on something that shouldn't matter to you since its not your problem.

Pretty much any machine released since 2009 is still plenty fast enough to run more modern OSes without noticing it being slower. My 2012 i7 laptop is faster at certain things than the brand new quad Xeon E-54657L (48 cores total) VM server sitting behind me right now. My phone will last for days without a charge, my laptop will only goes about 10 hours with light use, and the server ... well I'm waiting for it to suck the power lines out of my office wall (I have 30 amp supplies of power in my office for this purpose and it'll blow the breaker if I don't split it amount the two!). What you're using it for matters.
Just because the trend to cram more eye candy into the OS has been going on for a while, doesn't mean it would continue, and in fact the latest round of OSes goes the opposite direction (iOS excluded which does seem to still be going the eye candy route). Now we're at the stage where we don't need more CPU to deal with shitty developers
Case in point:
Modern CPUs are more than fast enough that we can have shitty developers write games in C/C++, 'compile' them to JavaScript and then run them in a browser with OpenGL graphics ... we're WAY WAY beyond the point of having 'enough' CPU when we can do such ridiculously inefficient and stupid things ... and celebrate how awesome it is that we did them.
Shitty Java code doesn't even feel slow at this point.
We're also rapidly approaching the point that there simply isn't a physical means to getting more CPU power in the same density, the laws of physics change at the scales they're approaching. CPUs won't get much faster. We've still got plenty of room for power conservation, so if they can get a couple cores of x86 to run in super lower power, slow performance on a phone ... then turn on 8-16 cores when in 'desktop' or 'powered' mode ... the only thing that will suck about it si the heat sink it has to have attached to cool them!
I don't know who or what OS is going to be the one that does it, but Android doesn't have anything I'm interested in, iOS/OSx is my preferred environment, but Windows is by far the one most likely to benefit from doing it and while I don't like the feel of Windows 10, the OS is certainly moving exactly in the direction I want.
One OS across devices that allows me to seamlessly transition from working on my phone to working on a 'desktop' without actually requiring a full desktop and I'm sold.
Its not the OS or the company, its the idea. My phone is my laptop and desktop, it just doesn't have the monitor and keyboard attached ... I'd buy pre-order it now if they told me OS X 12 would do it, I'd have to see Windows in action based on the Windows Vista, 8 and 8.1 experiences, but they'll work things out and produce something we all (excluding rabid fanboys) consider to be not too bad for the time.

Why? A Phantom without a camera can carry plenty of payload to do plenty of damage. Doesn't have to move fast, just get there.
30 miles is outside the range of your off the shelf DJI phantom, but I've got one thats flown 18 miles thats the same size roughly, of course all its payload capacity was consumed with the extra batteries ... but its a quad, the least efficient form of flying machine man has ever invented. A fixed wing aircraft has an order of magnitude more distance given the same inputs.
Remember, quads (the toys you see) are really horrible flying machines. They require full artificial stability 100% of the time or they won't fly. No human can sense or react quick enough to keep them in the air, and they only get made because they are mechanically simple, strap 4 motors with props onto 4 arms and you're essentially done. No linkages for control services, no control surfaces, no control surface flex or any other things that happen during flight, the software on the controller takes care of everything and making software is freaking cheap as shit compared to designing a proper aircraft. So the toys are quads.
Any drop thats going to be a threat isn't going to be a quad.

With web browsers your problems are 2 things, shitty language (javascript) and different browsers. In modern terms, you have fewer browsers than you have OSes, so if you want cross platform support the browser is your path of LEAST resistence. If you support webkit, you immediately get the majority of the internet across all platforms, and you'll get close enough out of the box for anyone who uses firefox. You can ignore firefox users up front because they use a shitty browser and complain all the time about anything and everything anyway. The only other browser worth mentioning is Edge since its the direction Microsoft is moving in. In my line of site on my desk right now, I can see 5 different devices that have webkit based browsers, one that runs Edge, no firefox and no IE, certainly nothing like Opera or more obscure than that. But from an OS perspective, that covers OS X, Windows, FreeBSD, Linux and Solaris.
So for web dev, you essentially support webkit and edge and you get the entire planet, with a few outliers that don't matter anyway because they're doing something obscure.
For real developers that want to do cross platform, its ridiculously more complicated with completely different APIs in a lot of cases ... and you're bitching about some minor implementation differences in a pretty well recognized standard? bwhahahahaha FFS there are more Windows variations than there are browsers to choose from, and I'm ignore the 100 different Linux distros that all have minor differences (wouldn't be a different distro if it didn't, would it?)

New languages and frameworks, sure, but they aren't actually doing anything new, just more of the same thing they've always done, and faster. I know I'm being an example of what you pointed out as the follow up comment ... but ... bear with me anyway, please.
My wife is the perfect example of someone who would want a Surface Phone (excepted she'd really want an OSXiOS phone since she's a mac person). She RARELY uses her MBA, but when she does its because a phone just isn't the right input/display device, its pretty much never due to lack of CPU power.
If should could simply take that phone, and plug it in with Thunderbolt and it instantly becomes a very low powered but fully featured laptop ... with say 256GB of storage? She'd never own another laptop.
99% of the time, the phone is perfect. The other 1% doesn't require a desktop PC, it requires a big display and a real keyboard/mouse. Having all her data, always being connected, and only needing essentially a KVM to turn it into a practical 'desktop pc'? Awesome-sauce.
I want the exact same thing, but I require more CPU power so its not going to work for me for a few more years, but I do dev work on her MBA on occasion and its really not that bad for most things if you can keep your working set small enough. You aren't going to want to run freebsd's 'make world' on an MBA as a regular thing, but rebuilding init or sshd is certainly tolerable.
Again, I may be a corner case, but I don't think she is. She's a vet, so being able to do almost everything on her phone (with a different UI than full desktop mode!, same apps) and then just plugging in a keyboard or display for the rest? Wherever she is because her phone is ALWAYS with her ...

The FAA has jurisdiction over what flies over any US territory, deal with it. Until 5 years ago, Joe Sixpack was going to be so incapable of controlling the aircraft that its probably going to crash on take off... this wasn't even all that dangerous cause it happened once, fairly early in the life of the aircraft. Artificial stability (the part that makes it so a human being can actually fly a quad in the first place) makes it so Joe Sixpack doesn't crash immediately. This is dangerous. Now he gets over confident and starts doing 'cool' things without actually thinking about what he's doing.
He's just not thinking about the fact that a 5 pound aircraft dropping uncontrolled from 10 feet above someones head is well beyond the amount of blunt force required to kill someone with a head strike ... and thats just an unintentional freefall, I'm ignoring all sorts of things that could cause all sorts of damage to a person besides death

You separate power for the radio, thrust an auxiliary items for safety. This is an aircraft, you can't pull over or just roll to a stop if something goes wrong. Cars for instance by nature fail safe for the most part, if the engine fails, they will in most cases start to slow down and eventually stop, with the exception being that gravity can sometimes cause them to accelerate with no engine at all ... but thats pretty rare.
On the other hand, with quads or any other aircraft, when you loose power you almost certainly run the possibility of rapid uncontrolled acceleration, in the vertical orientation. Gravity is ALWAYS in play on aircraft, so you want all the redundancy you can get.
You don't want the camera shorting out and drawing a large load which then causes your radio gear to brown out and ... poof one motor is going faster, one is going slower, one has stopped and the last one ... well now its running in reverse! Or you don't want the thrust motors sharing power with either, because when the flight controller detects that gust of wind and has to put all the power it can into the motors to stabilize the aircraft ... now your camera and radio brown out because you simply don't have the surge amps required available after everything is taken into account. (Note: all of these things are typically mitigated with other factors like capacitors and such as well)
Doesn't matter that in the last 5 years lipos have made electric flight on par with nitro flight for a lot of smaller aircraft .... doesn't matter that flight controllers now are so robust that even the cheapest toy can pretty much hover on its own for short periods of time, because the same problems still occurs with those devices, it just happens without you having any control over the situation since the flight controller is acting for you. Doesn't matter that 2.4ghz radios are practically interference proof (not completely, as many pilots have found out the hard way), because too little power in a power hungry cosmos is always going to be a problem.
If the frameworks a page is written in are making your head hurt and you aren't actively maintaining/developing for the page I'd say you might want to consider the problem to be a personal one since you seem to be focused on something that shouldn't matter to you since its not your problem.
