I have seen and programmed some of these library systems. Z39.50 was created in the 70's and is still the main protocol they use. Packed binary bytes using 7 bits with a control bit. The pre-xml that is sent over the line, is a real joy to work with, I tell you.
There are "newer" protocols that use xml for the actual payload, but no one really uses them that much. There are way better documented standards, that could ease this kind of systems used heavily in libraries. The http "Fad" has lasted how long now? I know JSON is a dead object definition, but I am sure they could use something more "modern". (NOTE: if you couldn't tell, that last bit was sarcasm, for those that are sarcasm illiterate.)

I am a programmer, I would MUCH prefer the state making sure the car stops correctly for pedestrians, etc, then finding out after their car kills my grand kids.

The problem is not sitting or standing, the problem is being in one position for a long time. I usually "Work" around 16 hours a day. 8 hours for the job, and 8 hours for fun. A combination of sitting and standing at various times is a MUST.
If a corporation does not use and has never used public funds for infrastructure, then they can do whatever they want. If they use public funds to setup an area monopoly they should NEVER be allowed anything other than Net Neutrality, or lose their area monopoly.
Broadband should be defined as anything 10Mb and above, continuous bandwidth. So they cannot use DSL as a competitor (If it is below 10Mb still), or UseNET as it is not continuous throughput.
With this straigh forward definition, all this back and forth will go away. If a company wants to do crazy things with bandwidth, then customers will have options to go to.
The key is being able to switch up every couple hours. Instead of a desk that can change. I move my keyboard and monitor to a shelf for a period of time periodically throughout the day and back again.
They want to lower cost, so they pass the charges to have accounting payment etc on to the employee. My ex-wife got a minimum wage job once, that paid on one of these cards. Cash withdrawl $3. You could only withdrawl half of your check at a time up to a certain amount, so you got charged about $6 no matter how much you made. Then you also had charges to move the money to a REAL account etc. She quit the same day, because we calculated it up and found that for her $140 / week she only made about $100 with all the fees etc.
I had the N770 and the N810. They could have used them as a base for great phones. I believe the N9 was a start in that direction. All they needed was to CONTINUE. Not scrap everything they had done, and go with MS. Luckily Google came in and showed them what could have been done.
I am not a fan of Python at ALL. I was just throwing it out as a possibility. With a ruling like this, Mono would be the BIGGEST pita to stay away from. I can imagine Google being Once Bitten on this one if it goes that way.
I can see MORE innovation going to countries that have not setup copyright along with the USA. Java being completely dead, companies like Microsoft going after everyone on US soil that "Infringed" on their API by implementing it. Apple going after.... Oracle going after...
I guess IBM should watch out.....
I guess the good news is that if Google puts their weight behind Python or some other language then it will actually tag along with the success that Android has already become. The better for the language whichever it happens to be. Of course, they could also just fix up their Go language as well.

The captain should not have left, that is a maritime (sp?) understood thing. His responses on the Coast Guard recording are cowardly, and you really have to wonder how he got the job as Captain. You can be sure that he will never have the chance again.

Not sure what plan you are on, but I would run through mine in about 2 milliseconds, then Verizon will gladly start charging me per Gb.
