I know your being funny but you've got a good point. Developing and maintaining C++ code is not like developing and maintaining PHP script. Which of course is why we have PHP to begin with. It's designed for the web and ease of implementation. Sure C++ would be faster running but not necessarily more efficient in terms of dollars.
It could prevent developers from releasing patches ever again, since it would be admitting something was wrong with the software and they'd have to fear the law. So months after release when a bug is found, they'll deny there's a bug.
Also, as a programmer myself, I'd never be willing to sell anything if it meant I had to fear the law. It would mean anyone who wanted to sell software would need a lawyer and other overhead. This would destroy the mobile app industry which is fueled by small studios and garage developers. It would also kill off WiiWare, LiveArcade etc for the same reasons.

I'm glad developers are taking a stand and refusing to sugar coat their games. When Australians decide to start acting like adults they can do something about their government. Meanwhile the rest of the world's people will continue to make make choices for themselves.
Also factor in a lot of people disconnect the moment their file is complete. If everyone downloaded from beginning to end, only seeders would ever have the end of the file available. In fact this is exactly what commonly happened early on. You'd see a bunch of peers stuck at 95%.

I too have worked in a shop and have seen brown sticky dust buildup seize fans and cause failures. I've also found dead animals in people's computer cases.
