    Really? In the UK you're not required to have your driving license when driving. If you're in an accident, pulled over or whatever and you don't have it on you you're given a week to take it to a specified local police station.

    2) Dry humour delivered in silence. For instance, 'do you know how much damage would be caused to this bulldozer if I let it run over you? / No / None at all'. It's funny. But no-one is laughing. I don't know how to fix that; it might be a problem with the film medium for this type of humour. A laughter track, for instance, would be shite.
    The problem with that joke in the film was the awful delivery. The actor entirely failed to capture the snide cynicsm of Prosser in the way that the guy in the TV show did.

    I'll reserve judgement about whether it's actually an improvment till then.

    As I recall, the British proposed some similarly silly rule requiring ISPs to "log everything" about 5 years ago.
    I haven't heard of it since, so I presume the proposal died a whimpering quiet death unclaimed by anyone.

    Unfortunatly The Resolution of Invesigatory Powers Act 2000 was actually passed. I hate this country sometimes. As far as I know the "log everything" part has never been implemented. For "technical reasons", i.e. it's fucking ridiculous. I can't find any mention of it more recent than this article

    Also, it's Excession, not Extension.

    Here in the US the vendor is pretty much always liable. So there's no need for a stupid chip-and-pin system. A lot of the time we don't even need a signature (gas stations, fast food restaurants, etc.)

    If the vendor is liable in the case of a fraudulent purchase, why don't they demand signitures? Sure it's a lousy security tool, but it's the only chance they have to spot a stolen card that could potentially cost them money.

    Dunno what the fuck "freeze" is about, but if two people said the same thing at the same time, and no-one else in that conversation has spoken since, then if one of those two says "jinx" that places the other into a stated "jinxed". While jinxed you may not speak, upon forfeit of being punched (this removes the jinxed state). The jinxed state can also be removed by anyone expect the jinxed person saying the jinxed person's name three times in quick succession. Unless of course when the jinx was placed the jinxer added the modifier "personal jinx" in which case he/she only can say the victim's name three times to remove the jinx. Which all seemed to make perfect sense when I was at school.

    So, either my bank hasn't got its act together despite issuing me with a chip-and-pin card and a PIN to go with it, or the cashiers aren't being retrained, or both

    Or they don't have a new reader that'll let you enter your PIN, or it's just not working at that moment.

    IANAL but isn't the standard of proof required in a civil case in the US 'on the balance of probability' rather than 'beyond reasonable doubt', which is used only in criminal trials?
