    I can see award of actual damages and costs to the injured party, but why should they receive the benefit of a punishment? Shouldn't the punitive component of the damages go to the state?

    This is also a scary idea.

    Perhaps this will encourage the users to send any information of long term importance as attachments, turning the email text into cover letters.

    Assuming you can still send, receive, and save attachments. If you can't even attach, put the document on a shared folder and put a link in the email.

    Then email retention could be reduced to something like 48 hours after reading.

    It is a bit of an anti-war and class-bashing polemic, but the interaction of the two officers is fascinating.

    That would give a sensible way to measure the putative performance advantage.
