All Xserves come with unlimited client licenses. And the OS X Server software comes in two flavors, unlimited clients ($1k) and 10 clients ($500). The 10 client limitation ONLY applies to AFP connections. Everything else - mail, web, smb, ftp - is sill unlimited.
Try putting 500 users on an Exchange server. Try putting 500 users on OS X Server. Spend the extra money on an all expenses paid conference trip to Vegas for two weeks.

But I'd guess that you will be able to before 2007 is over.
Not sure why you'd want to do bullet point 1. What do you want to install to a console? Or has HP expanded the definition of LOM? I can kind of see why for #2, but then that's just for techs - who most likely shouldn't be messing with LOM anyway. It can do #3. Again, not sure why you'd need #4.
Apple's LOM is about equivalent to HP's LO Standard. Considering that it's Apple's version 1, and HP's (probably) version 20, I think they're coming along nicely. Not perfect, not overkill featured, but not useless by any means.

Spotlight does have boolean NOT and OR to help make searches more precise, but it's a bit funky to use.

It's CLI, but my point was that it's remote, which the GP didn't seem to notice.
I'm not sure that you know what Apple's LOM does. It does provide remote console login.
