Look over your contract. All the ISPs in my area use something like "up to 6mbit" and the lower limits are around 32kbit. Everything below 32kbit is considered downtime. I can't complain, I've subscribed for 3mbit and I can't remember the last time I got less than 2mbit, but nothing stops them from deciding that you get up to 6mbit for regular transfers (http, ftp) and up to 1mbit for p2p because you CAN get UP TO 6mbit. They wouldn't be stopping you from doing it but they'd limit the choices you have to get that much and the contract makes it pretty clear by simply using "up to."

(3) Circulate said list widely, especially on North Carolina related sites and boards (maybe e-mail to everyone in the N.C. DMV).

While this isn't usually true, if the ad contains relevant information regarding the product (no fallacies) such as "multi-platform" or "holds over 20 lbs," you do need it. You always need something better and cheaper and unless they advertise it, you may not know it's there.
If there were no ads for a product, nobody would ever know it existed, besides the people who work to build it. Spreading the idea that such a product exists from mouth to mouth is inconceivable, it would only slow down progress and competition.

Because you can get more than what you're spending. For example, you spend 10kW of energy to break it and you get 50kW out of pure hydrogen. Of course, this isn't a self-sustaining engine. It also doesn't break any laws of physics. The extra 40kW of energy is coming from pure hydrogen. If you were to turn that back into water, mixing it with oxygen, you'd need to spend 40kW of energy. This isn't exactly the case and the figures are random, but I hope you get my point... It's the same principle as with regular engines: the engine moves, which causes gasoline to explode, which, in turn, causes the engine to move. In the first case, you break water into it's basic compounds. In the second you break gasoline into it's basic compounds. It costs a bit of energy to extract a large quantity.
