Most of the major distros now have automatic updates. And setting up a webserver under linux couldn't be easier all you need is a little common sense (and be able to read). I myself hate the gui's and would prefer a text edited config file.

Ah but by your logic the indian goverment (who apparently owned a 51% share in the plant) should also be held liable for it if not more so as they had a controlling interest. And as far as shutting down safety equipment Wasn't there a strike on ? And weren't they having to abide by some strange labour law that a computer can't take the job of a person ? so that means that a computer safety system would of not been in use. Also it doesn't take a genius to disable safety systems. Yes there is probably lots of FUD in there but until a truly independant investigation takes place (which is probably unlikely) all we will have is speculations on what happened and who is responsible.

Short cut it take radioactive source mix with a phosphur of some kind apply to solar panel.

Minitureize it you have a aa battery that will last for x years.

I know it can't be that easy ? But there must be a way to do it.

As for pedestrian safety. They shouldn't be on the road.
I am not going to buy a car based on how safe it is for the person I hit with it. (If am using a car to hit someone I am not going to use one that bounces off them).

Although I have seen how easy these things are to park as it is as long as normal cars are wide.
