US might actualy take some time to think before killing 23 million people, most of whom are civilians. Kim would most likely be the only one who is responsible for the attack. Given the stigma the US has from having droped a nuclear weapon on hiroshima and nagasaki, I think anyone would think twice before using a full out attack against another country that has not attacked the US directly with a nuclear weapon.
In a nutshell, Kim may not think the US would retaliate with nuclear weapons immediately, if ever. Or that he could be hiden someplace safe enough to withstand the retaliatory strike. (I don't think we are going to turn every square mile of NK into a crater.)
Second, you assume that Kim is as logical and rational as you are. From what I have heard about him, Kim is not the most rational person in the world. Your premise on him not nuking Seoul or Tokyo depends on Kim also depends on him valuing his life as much as you value yours.
Alternatively, there is the "if I can't have it, no one can" mentality. Something may cause him to launch a strike when the alternative may be loss of his power over the country or something else. Not having met him, I can't say one way or the other. Just saying that from the reports he is not what most people would consider rational, which is what your entire premise relies on.

Basically, it's not just japan that has the problem, it's everyone. Anything in earth orbit is partially protected by the earths magnetic field. The other thing is that you have to be in the path of the flare, this probe was just unlucky. The mars rovers and others would have problems if they were hit.
I have a monitor on a 2'x3' table. The table is covered in CDs/DVDs and other things. The computer goes flat on the living room floor and is hooked up to a KVM switch so I don't have to disconect my regular system. All power goes through a 10 plug surge protector I have.
That's about it. Any cables/screwdrivers/supplies I need I keep in two toatlockers in my room. It's worked for me for years.

This is the same reason I don't ride a bike to the subway, even though it is only about 4km away. There are main highways that I have to cross and most of the people driving SUVs drive like complete imbeciles. I would love to be able to bike to the subway, but I'll get killed trying in not too long.
As an aside, I could never understand why anyone likes SUV's. They certainly make sense if you actually need one. However, for everyone else, if you are going to spend so much damn money on a vehicle (and the extra money on the gas it takes to fill it up), why not buy a classy car, like a BMW or a SAAB? You know, one that has some actual freakin' style instead of one of those ugly monstrosities. SUV's are not only unnecessary for most people, but they show horrifically poor taste.
What's interesting about this is that in the area I am in (Northern, VA), I worry more about the people driving the sports cars (like BMW and SAAB) than I do those driving SUVs when I am on a bike. We have a couple assholes in this area that like to startle bikers and or run them off the road. We also have some idiot bikers in the area that spoil it for the rest of us.
The few people I know who own SUVs actually use them in locations where they are wear meant to be used. I.E. on unpaved roads that are slippery (mud) when wet and in mountainous areas (appalachia). Even been to a few places where the SUVs got stuck in mud using 4 wheel drive. A sedan (BMW/SAAB/Honda) would have sunk in to the axles those places.

You need a car if you want to live in this area.

Other "red tape" is sometimes involved in offers and donations. Lets say you get a donation of water purifiers with donations. You have to figure out where to put them, who is going to run them, who needs them and how to supply and protect them.
Doctors/personel, visa/paper work for being in the country, temporary identification, what agency are they going to be under/co-ordinate with, where they are going to be stationed/work/get supplies from.
Then entire thing comes down to a big mess of logistics. You can have all the help in the world, but if you can't organize it properly either nothing gets done or resources (including personel) are not put to the best usage. When that gets figured out, the help will be accepted.
One clarification on the "location" of people/supplies. Saying "anywhere" or "NOLA" isn't very precise given that the area that needs help is about 90,000 square miles. The location of specific items needs to be much more precise (down to the block or address in some cases, like generators) or the square mile for some types of people and supplies.
